Overview

The Supply and Logistics Associate performs highly skilled work on UNICEF supply chains, managing complex cases and client requests, and providing input into the design and development of improved supply chain services.

Tasks Summary
  • Provide input to Country Programme Action Planning and advise on Supply requirements.
  • Support local market surveys to identify, evaluate, and maintain a roster of qualified suppliers.
  • Conduct data review and analysis for category management and development of procurement strategies.
  • Liaise with colleagues in planning procurement and contracting initiatives.
  • Support the establishment of Long-Term Arrangements (LTAs) and prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs).
  • Prepare requests for award including submissions to Contracts Review Committee (CRC).
  • Prepare purchase orders and contracts in VISION/SAP.
  • Keep stakeholders/partners informed on the progress.
  • Implement appropriate vendor management practices.
  • Ensure appropriate filing of procurement cases and maintain up to date records.
  • Monitor and analyze supply dashboard reports.
  • Provide logistics input to the supply plan.
  • Monitor progress of offshore and/or regional procurement and take action to ensure timely customs clearance.
  • Keep track of demurrages and detention charges.
  • Provide specialized support in the area of logistics.
  • Identify needs for contracting of logistics third party services.
  • Support in the arrangement of UNICEF warehouse facilities and operations.
  • Maintain appropriate warehousing and inventory management processes.
  • Assess availability of space and prepare stacking and storage plans.
  • Supervise receipt of consignments and dispatch of supplies.
  • Support and contribute to the development of partnerships and collaborative relationships.
  • Represent the supply function in inter-agency meetings.
  • Support in identifying opportunities for capacity building of Government counterparts.
  • Provide operational and logistical support for end-to-end supply chain strengthening initiatives.
  • Support the organization of capacity-building activities.
  • Facilitate Procurement Services (PS) transactions.
  • Maintain up-to-date files for all Procurement Service transactions.
  • Monitor the incoming pipeline of PS shipments.
  • Support in administrative and logistical processes to facilitate national and regional procurement.
  • Support in the planning, organization, and documentation of capacity-building activities for local suppliers.
  • Provide coordinated administrative and technical support for engagements with local manufacturers.
  • Supports emergency preparedness and response activities.
  • Coordinate administrative and logistical activities related to emergency supply preparedness.
  • Monitor and analyze pre-positioned stock levels.
  • Ensure continuous and accurate availability of procurement-related data.
  • Analyze data trends to support decision-making and prepare comprehensive periodic and ad-hoc reports.
  • Ensure timely and effective performance management of staff.
  • Provide input to help ensure knowledge exchange and learning is prioritized.
Experience Requirements
  • A minimum of 6 years of relevant administrative experience in supply chain management or in a commercial context is required.
  • Understanding development and humanitarian work is an advantage.
  • A bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related work experience.
  • A master’s degree may replace additional two years.
Qualification Requirements

Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field.

Other Details

Languages Required: Fluency in English and Arabic is required.

Languages Preferred: Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
