Overview

The Technical Officer will coordinate the Advancing Just Transition in Bangladesh initiative and contribute to the technical support and coordination of the ILO’s broader Just Transition portfolio in Bangladesh.

Tasks Summary
  • Coordinate project implementation planning, implementation, monitoring, and reporting.
  • Prepare and monitor work plans and budgets.
  • Supervise a National Officer, Programme Assistant, and consultants.
  • Engage with government, employers’, and workers’ organizations, donor, and development partners.
  • Oversee administrative and financial operations.
  • Promote a collaborative and adaptive learning culture.
  • Maintain project monitoring systems.
  • Prepare narrative and financial reports.
  • Support knowledge management.
  • Provide technical support on integrating Just Transition principles into national and sectoral policies.
  • Coordinate design and implementation of sectoral diagnostics, roadmaps, and pilot initiatives.
  • Prepare and peer-review policy briefs, analytical papers, and technical notes.
  • Support in facilitating tripartite and multi-stakeholder dialogues.
  • Support capacity-building activities, consultations, and workshops.
  • Document, synthesize, and disseminate lessons learned and success stories.
  • Help maintaining partnerships with national and international actors.
  • Identify opportunities for scaling up and resource mobilization.
  • Contribute to the preparation of concept notes, partnership proposals, and joint workplans.
  • Contribute to communication materials, knowledge products, and outreach campaigns.
  • Participate on behalf of the ILO in national and international meetings, coordination forums, and events.
  • Coordinate ILO’s engagement with various channels of communication.
  • Perform other duties as assigned.
Experience Requirements
  • At least five years of progressively responsible experience, including three years at the international level, in project management, policy advisory, or technical cooperation related to employment, environment, or sustainable development.
  • Proven experience managing multi-stakeholder or donor-funded projects, including budgeting and coordination with government and social partners.
  • Experience in policy dialogue, partnership building, and stakeholder engagement on labour, environment, or climate issues.
  • Experience working in Bangladesh is a strong advantage.
  • Experience in resource mobilization and coordination with development partners is an advantage.
Qualification Requirements
  • Advanced university degree (master’s or equivalent) in economics, public policy, environmental management, international development, or another relevant field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.
Other Details

Languages Required: Excellent command of English.

Languages Preferred: Knowledge of Bengali would be an advantage.

Contract Duration: Initially six (6) months, renewable
