Overview

Research Consultant to conduct a cost analysis of custodial and alternative interventions for children in conflict with the law in Lebanon. The objective is to identify cost-effective child justice models and inform programming, policy, and advocacy.

Tasks Summary
  • Suggest a specific methodology for achieving study objectives.
  • Map and categorize justice interventions for children in Lebanon.
  • Identify key institutions and actors involved in child justice.
  • Collect and analyze financial data on operational costs and expenditures.
  • Estimate unit costs per child, per case, and per intervention type.
  • Conduct comparative and cost-effectiveness analysis of interventions.
  • Develop evidence-based recommendations for optimizing resources and improving justice interventions.
  • Disseminate findings and policy recommendations to stakeholders.
Experience Requirements
  • Minimum of 15 years of experience in humanitarian and development programming, research, evaluations, and statistics.
  • Proven experience, knowledge, and a strong track record in undertaking similar research studies in humanitarian and development sectors in Lebanon.
  • Specific experience working with children and other vulnerable populations.
  • Prior experience working with similar scope within humanitarian agencies.
  • Understanding of the humanitarian context in Lebanon, safeguarding policies and ethics, and best practices for conducting research with children and adolescents.
  • Proven experience in data collection, analysis and data visualization, field coordination, and reporting.
  • Demonstrated experience conducting qualitative interviews and surveys with children and adolescents.
  • Demonstrated experience in conducting data collection and data analysis using software such as Stata, SPSS, R, NVivo, Deodose, etc., and formative research.
