Overview
Seeking short-term facilitation consultants to support citizen engagement and participatory dialogue activities in Al-Anbar Governorate, Iraq.
Tasks Summary
- Facilitate or co-facilitate town hall meetings, community dialogues, multi-stakeholder forums, and public consultations.
- Support structured, respectful, and inclusive dialogue among diverse stakeholders.
- Apply conflict-sensitive and gender-responsive facilitation techniques.
- Prepare activity objectives, agendas, and background materials.
- Coordinate with Oxfam’s project team and local government representatives.
- Ensure facilitation approaches encourage balanced participation and create safe spaces for under-represented voices.
- Support documentation of key discussion points, community inputs, and actionable recommendations.
- Submit brief facilitation summaries or inputs to Oxfam.
Experience Requirements
- At least 7-10 years of relevant experience in strong coordination, facilitation of community dialogues, town halls, multi-stakeholder forums, or participatory processes.
- Demonstrated experience in engaging local government in inclusive, participatory, women and men-sensitive, and conflict-aware facilitation approaches.
- Ability to work flexibly and deliver short-term assignments on short notice.
- Previous experience working with international NGOs or development donors/institutions (e.g. Oxfam, GIZ, UN agencies).
- Advanced knowledge of the local context of Al-Anbar Governorate.
- Proven ability to facilitate discussions involving government representatives, community members, civil society actors, and diverse stakeholder groups.
Qualification Requirements
• University degree (Bachelors or Masters) in social sciences, public administration, development studies, political science, or a related field.
