Overview

The role is for a Senior Finance Officer responsible for preparing and monitoring project budgets, preparing financial reports, and conducting audits of projects and partners.

Tasks Summary
  • Prepare project’s budgets and monitoring them in coordination with Area manager and finance manager
  • Prepare the financial reports and submit them relevant Coordinators and Managers.
  • Prepare information required by auditors.
  • Conduct audits of projects and partners.
  • prepare the yearly council budgets for the hub
  • Provide reports to the Area Manager and Finance Manager on the status of beneficiary/partner accounts
  • To ensure that Oxfam financial procedures are followed
  • To train finance staff and partner’s staff in the hub in Oxfam agreed procedures and basic accounting procedures and bookkeeping.
  • Check monthly accounts in PeopleSoft as per set up deadlines
  • Check monthly accounts for submission to Regional Centre and ensure that they are properly authorized, print PeopleSoft reports.
  • Check the balance sheet accounts: Accruals, prepayments, creditors and debtors’ accounts to ensure they are balanced and correct
  • Managing finance unit at the hub level, and ensure that team has there objective, appraisal, and capacity building plan is set up and follow up on implementation.
  • Revise, audit, and process payments assuring it includes all the supporting doc’s: invoices, receipts, proof of payment, procurement doc’s, and or contracts, etc. This will require seeking appropriate authorization and insuring that all supporting documents are appropriately filed.
Experience Requirements
  • Minimum 4 to 5 years of relevant experience
  • Demonstrated experience of Team management and capacity building of teams.
  • Management of budgets
Qualification Requirements

• University Degree in Finance or Accountancy qualifications/significant relevant years of experience at this level with International Agencies or NGOs.

Other Details

Languages Required: • Fluency in Arabic and English (written and verbal)

Languages Preferred: • CMA is an advantage

Contract Duration: Fixed Term

Work Modality: On-site

Remuneration: as per Oxfam salary scale
