Overview

Lead the implementation, monitoring, and evaluation of a project focused on strengthening climate information and multi-hazard early warning systems in Azerbaijan.

Tasks Summary
  • Lead and provide technical oversight of the Project Management Unit, National Partners, and Technical Partners.
  • Serve as the primary liaison with relevant Government officials.
  • Provide strategic technical guidance for project implementation.
  • Oversee and provide guidance and technical inputs to consultants, partners, and other organizations.
  • Oversee project monitoring and advise on the integration of monitoring and evaluation practices.
  • Coordinate project work with other UN agencies, NGOs, and relevant organizations.
  • Lead the integration of sustainability dimensions across project outcomes.
  • Ensure project activities align with the Gender Assessment and Action Plan and Environmental and Social Safeguards Report.
  • Initiate and coordinate outreach activities.
  • Lead and/or participate in field missions.
  • Contribute to the oversight of lessons learned procedures.
  • Collects and analyzes data to identify trends or patterns and provide insights.
Experience Requirements
  • A minimum of seven (7) years of progressively responsible experience in project management related to environment, early warning systems and/or climate change is required.
  • Previous experience of working with government entities and other stakeholders in implementing activities at country level, particularly in the Eastern Europe or Central Asia region, is required.
  • Previous experience in implementing projects according to requirements of Global Funds or similar funding mechanisms is required.
  • Demonstrated experience in strengthening climate information services and/or early warning systems is required.
  • Two (2) years or more of experience in data analytics related to environment and/or climate change is desirable.
Qualification Requirements
  • Advanced university degree (Master’s degree or equivalent) in environment, climate change, meteorology, climatology or a similar related field is required.
  • A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
