Overview
The consultant will lead the design and rollout of a strategy to enhance the inclusive engagement of displaced populations across project components. The role involves providing strategic guidance, developing tailored tools, and supporting capacity-building of partners and stakeholders.
Tasks Summary
- Lead the development of a Displacement Inclusion Strategy for the JOBS project.
- Map and engage key stakeholders.
- Support the adaptation of existing tools for displaced populations.
- Design beneficiary profiling tools, outreach methodologies, and inclusion-sensitive screening mechanisms.
- Co-develop standard operating procedures (SOPs) for mobilizing and onboarding displaced beneficiaries.
- Advise on the design and delivery of legal awareness campaigns.
- Review existing materials and digital outreach platforms and identify opportunities to tailor content.
- Provide technical oversight on the development and deployment of new digital legal awareness campaigns.
- Conduct tailored capacity-building sessions with implementing partners and other stakeholders.
- Provide hands-on advisory support to partners.
- Develop or refine monitoring tools to ensure displacement-related data is captured, disaggregated, and analysed.
- Support the integration of displacement indicators and reporting tools into the broader JOBS M&E framework.
- Provide technical input into periodic progress reports.
Experience Requirements
- At least 5 years of fieldwork experience in displacement contexts in Iraq
- Demonstrated senior-level experience designing and leading inclusion strategies for IDPs, returnees, refugees, or other displacement-affected populations.
- Proven experience in economic inclusion and livelihood programming for vulnerable groups.
- Strong track record in advising or supporting implementing partners (INGOs, NGOs, UN agencies) on displacement-sensitive programme design and delivery.
- Experience developing tools, guidelines, SOPs, or frameworks for beneficiary engagement, outreach, or inclusion.
- Knowledge and experience in delivering trade, market systems, or private sector led development programmes, particularly those linking livelihoods to MSME growth or value chains.
- Knowledge of EU-funded programmes and compliance requirements (logical frameworks, indicators, reporting, visibility).
- Experience designing or supporting legal awareness campaigns, including digital dissemination of rights- and regulation-related information.
- Exposure to innovation-driven approaches (digital platforms, e-learning, blended delivery models, ecosystem partnerships).
Qualification Requirements
Postgraduate degree (MA/MSc/MBA, PHD or other). Advanced degree in social science or similar. Extensive relevant experience may be accepted in lieu of the university degree.
