Overview

This position holder is responsible for ensuring the delivery of effective and timely accounting, financial, and treasury services at the IFRC Regional Delegation based in Palestine.

Tasks Summary
  • Perform periodic reviews of transactions posted to projects.
  • Monitor donor reports list and ensure submission before due date.
  • Ensure transactions comply with IFRS and IFRC policies.
  • Provide technical assistance to project managers during budget preparation.
  • Validate transactions following expenditure authorization policy.
  • Conduct monthly cash request analysis submission.
  • Prepare bank account reconciliations.
  • Validate Partner National Societies (PNS) transactions.
  • Provide technical support for shared office and service costs budgets.
  • Book all transactions in the accounting system.
  • Perform Balance Sheet items review and reconciliations.
  • Prepare ad-hoc financial analysis.
  • Coordinate the delivery of general services.
  • Manage dispatch of mail.
  • Ensure compliance with local regulations.
  • Identify and negotiate rental contracts for delegates' housing.
  • Arrange travel and accommodation for delegates and visitors.
  • Update country delegation’s welcome package.
  • Ensure standardized filing system is in place.
  • Ensure office utilities are functioning and invoices are paid.
  • Keep an accurate record of asset inventory.
  • Coordinate with IT responsible staff.
  • Undertake non-operational procurement.
  • Liaise with project managers and unit staff.
  • Liaise with administration, accounting staff, or finance officers of other offices.
  • Liaise with assigned finance analysts.
  • Liaise with the Head of Finance and Administration.
  • Support auditors.
  • Conduct briefing and debriefings to unit staff.
  • Provide support in case of long-term vacancies, absence, or illness.
  • Deliver training to IFRC staff or National Society Staff if required.
Experience Requirements
  • 3+ years of experience in technical areas of expertise (finance/accounting and administration)
  • Experience in personnel management
  • Experience in project financial management support
  • Preferred: 2+ years of field experience in a humanitarian organization Red Cross / Red Crescent movement, other international organizations, large NGOs, and governmental development agencies
Qualification Requirements
  • University degree in finance/ accounting/ administration
  • Preferred: Qualification in business administration or auditing
Other Details

Languages Required: • Fluent spoken and written Arabic and English

Languages Preferred: • Good command of another IFRC official language (French)

Contract Duration: 12 months
