Overview

The Resources Management Officer will support the Senior Resource Management Officer in supervising and managing budgetary, financial, human resources, supply chain, information technology, and other administrative functions of the Global Shared Services Center (GSSC) in Manila.

Tasks Summary
  • Monitor and oversee financial management, including expenditure and accountability.
  • Supervise treasury management by forecasting cash flows.
  • Prepare budget reports and review monthly accounts.
  • Prepare financial analysis of budgets, oversee budget control, and analyze variances.
  • Prepare budgets for new projects and programmes.
  • Provide technical support to GSSC managers on general administration, finance, supply chain, and human resources.
  • Maintain and strengthen internal controls.
  • Inspect payroll versus budgets and validate salary allocations.
  • Review systems and procedures and recommend improvements.
  • Manage the Human Resources (HR) function and make recommendations on recruitment and personnel administration.
  • Supervise Supply Chain services, including contracts, fleet management, and premises maintenance.
  • Supervise Information and Communication Technology (ICT) staff.
  • Liaise with The Office of Legal Affairs (LEG) and Global Procurement Supply Unit (GPSU).
  • Supervise and train local staff on IOM's administrative, financial, HR, and supply chain policies and procedures.
Experience Requirements
  • Experience in Financial and Human Resources Management at the international level.
  • Field experience, including coordination and cooperation with international institutions and coordination bodies.
  • Experience in supervising the development and implementation of administrative control procedures.
  • Experience coordinating external auditing exercises.
  • Experience using corporate IT systems and software.
Qualification Requirements
  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
