Overview

Responsible and accountable for the implementation and oversight of the Immigration and Border Governance (IBG) portfolio in Timor-Leste, aiming to strengthen migration and border management systems.

Tasks Summary
  • Maintain liaison and conduct consultations with governmental counterparts and stakeholders.
  • Coordinate overall project implementation, including financial, administrative, and technical aspects.
  • Provide operational guidance and technical supervision to project staff.
  • Support and monitor progress against project objectives and provide advice for improvements.
  • Identify priority areas for project development and contribute to new project proposals.
  • Supervise project staff and consultants.
  • Plan, develop, organize, and deliver capacity building activities.
  • Support monitoring and compliance with project partners, staff, and implementing entities.
  • Liaise with Government entities, UN agencies, and other stakeholders.
  • Coordinate with other units in the Country Office for smooth implementation.
  • Coordinate information management on project activities, including visibility.
  • Draft progress financial, narrative, and other reports.
  • Participate and/or lead in relevant workshops, steering committees, and technical working groups.
  • Undertake duty travel as required.
Experience Requirements
  • Master’s degree with two years of relevant professional experience; or University degree with four years of relevant professional experience.
  • Experience in project/programme management with United Nations agencies or non-governmental organizations in migration management focusing on Immigration and Border Governance with supervisory responsibilities and demonstrated achievements.
  • Work experience in a hardship duty location is desired.
  • Experience and having been working in South-East Asia or Pacific is an advantage.
  • Experience in programme conceptualisation, monitoring, reporting and evaluation.
  • Experience in project development and capacity-building activities.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Demonstrated experience in finance, procurement, and human resources management in the context of a project or a programme is an advantage.
  • Proven understanding of internal and international migration issues in the country and in the Region.
  • Experience in organizing consultations, workshops and seminars with stakeholders.
  • Familiarity with financial and business administration.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
Qualification Requirements
  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution.
  • University degree in the above fields.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish), and/or Tetun is an advantage.

Contract Duration: • Up to 9 months • 9 months
