Overview
The Head of Resources Management is responsible and accountable for managing, monitoring and administering financial, budgetary, treasury, human resources, supply chain, risk, implementing partner agreements and Information and Communication Technology ICT activities of the Country Office and its Sub-Offices.
Tasks Summary
- Supervise and lead the management of the treasury by forecasting cash flows.
- Monitor and control funds disbursed and validate funding.
- Analyze relevant financial projects and oversee budget control.
- Prepare the annual budget preparation for the Country Office.
- Develop and coordinate the budgets for new projects and programmes.
- Manage and strengthen appropriate internal controls.
- Review and ensure implementing partner agreements and disbursements.
- Examine and review payroll versus budgets.
- Review and finalize project and donor financial reports.
- Monitor and manage the financial management for all activities in the Country Office.
- Review existing systems and procedures and take action on possible improvements.
- Supervise and manage the Human Resources function.
- Supervise and manage the Supply Chain services.
- Supervise and manage Information and Technology (IT) staff.
- Represent the Organization at United Nations (UN) meetings.
- Serve as Officer-in-Charge (OiC) of the Country Office in the absence of the Chief of Mission (CoM) and Head of Operations.
- Provide support and ensure coordination with Programme Support Unit (PSU) and Operations.
- Perform such other duties as may be assigned.
Experience Requirements
- Seven years of relevant professional experience with a Master’s degree in Finance, Accounting, Business Administration, Management or a related field.
- Nine years of relevant professional experience with a University degree in Finance, Accounting, Business Administration, Management or a related field.
- Experience in all areas of financial administration including financial management, accounting and budgeting.
- Experience in human resources and Supply Chain.
- Experience using an Enterprise Resource Planning system.
- Experience in emergency operations an advantage.
- Experience in monitoring and evaluation and / or audit is an advantage.
Qualification Requirements
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution; or,
- University degree in Finance, Accounting, Business Administration, Management or a related field.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
