Overview

Provides implementation of strategic, technical, and operational leadership for all Cash and Voucher Assistance (CVA) interventions across Core Competencies in the Area Programme - Northern Bahr El Ghazal State. Ensures high-quality, accountable, and harmonised delivery of MPCA and sectoral cash, while strengthening systems and coordination with internal and external partners.

Tasks Summary
  • Support the design, budgeting, implementation, and quality assurance of all CVA interventions, including MPCA.
  • Ensure CVA implementation aligns with NRC strategies, donor regulations, and humanitarian standards.
  • Contribute to assessments, market analysis, and feasibility studies.
  • Facilitate roll-out of CVA tools, SOPs, guidelines, and CVA monitoring systems.
  • Build the capacity of programme staff and CVA focal points.
  • Coordinate with the Cash Working Group (CWG), and relevant clusters.
  • Produce quality reports, analysis, and documentation of lessons learned.
  • Lead MPCA design, transfer value setting, targeting criteria, and delivery mechanisms.
  • Facilitate Type1 market analysis and modality selection.
  • Facilitate cash transfer/delivery mechanisms, including mobile money, vouchers, and Financial Service Provider (FSP) networks.
  • Lead risk analysis and ensure preparedness for the use of the cash and voucher modality.
  • Ensure harmonization of cash transfer values with CWG and partners.
  • Support all CCs to integrate cash-based approaches.
  • Support CCs to apply Market system programming steps.
  • Develop CVA MEAL frameworks and support post-distribution monitoring.
  • Analyze market data to inform program adaptations.
  • Maintain feedback and complaints mechanisms tailored for cash programming.
  • Lead after-action reviews and contribute to learning products.
  • Represent NRC in CWG, clusters, partner, and donor meetings on CVA programming.
  • Engage with FSPs to negotiate terms, troubleshoot, and improve delivery.
  • Promote coordinated cash transfer responses and joint assessments with partners.
  • Identify and engage with partners/stakeholders relevant in local/national markets and recommend collaboration.
  • Identify and mitigate risks including fraud, market inflation, access constraints, and protection concerns.
  • Ensure robust beneficiary verification, data protection, and anti-fraud systems.
  • Support audits and donor compliance checks.
  • Deliver training on CVA fundamentals, market assessments, tools, and accountability.
  • Mentor CVA staff and CC focal points.
  • Build internal knowledge on market-based programming and market systems.
Experience Requirements
  • Minimum 4–5 years of experience in CVA programming in humanitarian or development contexts.
  • Demonstrated experience in MPCA design and implementation.
  • Experience working in fragile or conflict-affected settings (South Sudan preferred).
  • Proven experience working with clusters, Cash Working Groups, and FSPs.
  • Track record of leading assessments, capacity building, and coordination.
  • Excellent analytical skills with demonstrated experience in market assessments.
  • Strong coordination, communication, and stakeholder engagement abilities.
  • Skilled in project cycle management, budget development, and donor compliance.
  • Ability to train, mentor, and build capacity of staff.
  • Competence in digital cash systems, data management, and FSP coordination.
  • Strong understanding of protection, gender, risk mitigation, in CVA.
  • Knowledge of the South Sudan context, specifically regarding displacement affected communities and the associated economic environment is preferred.
  • Understanding of the local challenges related to CVA.
  • Awareness of the local financial delivery mechanisms and associated risks/opportunities.
Qualification Requirements
  • Bachelor’s degree in economics, Development Studies, Social Sciences, Business Administration, or related field.
  • Professional training in Cash and Voucher Assistance, Market Systems, or related areas is an asset.
Other Details

Languages Required: • Fluency in English, both written and verbal is required.

Languages Preferred: • Fluency in local language both written and verbal

Contract Duration: 12 months (with possible extension)

Work Modality: Frequent field travel required, including remote and high-risk locations.
