Overview

Local Consultant for Advising Municipalities in Pernambuco on the Development of Municipal Plans for Crime and Violence Prevention.

Tasks Summary
  • Establish contact with focal points of five selected municipalities.
  • Support mobilization of municipalities for virtual meetings.
  • Review UNODC documents and diagnostic assessments.
  • Identify and systematize local demands, ongoing initiatives, and strategic elements.
  • Provide technical inputs for engagements with municipalities.
  • Propose and systematize a participatory methodological planning framework.
  • Provide technical support for adherence to partnership with the Government of the State of Pernambuco.
  • Provide technical input for implementation of strategies for articulation, mobilization, and awareness-raising.
  • Plan and implement design and logistical strategy for periodic technical visits.
  • Conduct virtual mentoring meetings.
  • Participate in strategic meetings with Pernambuco state secretariats and partners.
  • Provide technical support to UNODC Project Coordination.
  • Contribute to the development of training courses.
Experience Requirements
  • Limited professional experience in some of the following activities: social research; design, implementation, evaluation, and/or monitoring of public policies, especially in the areas of drugs, public security, crime and violence prevention, social assistance, social urbanism, and/or urban management, is required.
  • Proven research experience, including the use of qualitative and quantitative methods, as well as experience in drafting technical and academic reports, is required;
  • Professional experience in articulation, mobilization, awareness-raising, or facilitation of participatory processes within the context of social projects and/or public policies, is desirable.
Qualification Requirements

An advanced university degree (master’s degree or equivalent) in social science, psychology, law, international relations, or related field is required. A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Other Details

Languages Required: fluency in Portuguese, including oral and written proficiency, is required.

Languages Preferred: Knowledge of another United Nations Language is an advantage.

Contract Duration: March 2026

Work Modality: Home based (Brazil), no travel
