Overview

The Monitoring and Evaluation Specialist will operationalize M&E frameworks, develop data collection tools, conduct routine monitoring, analyze data for adaptive management, and support reporting requirements.

Tasks Summary
  • Operationalization of projects’ M&E framework, including implementation of change map, results matrix, and indicators.
  • Development and refinement of data collection tools, adapting and developing data requirements, templates, and specifications for a Case Management System.
  • Routine monitoring and data quality assurance, defining data quality standards and controls for the Case Management System.
  • Analysis, learning and adaptive management, ensuring reporting views, filters, and export functions are aligned with indicators and documenting lessons learned.
  • Reporting and support to donor and corporate requirements, providing technical inputs to project and donor reports and formulating recommendations for system reporting functionalities.
Experience Requirements
  • At least ten (10) years of work experience in the development, implementation, and management of information technology systems, preferably in the public or security sector.
  • At least five (5) years of experience implementing M&E frameworks in development or security projects.
  • Demonstrated experience defining data requirements for information systems or case management tools is desirable.
  • Experience with police, justice or public security institutions in Latin America is desirable.
  • Prior work with UNODC or international donors is desirable.
  • Previous knowledge or work with the United Nations system and/or other international organizations is desirable.
Qualification Requirements

High school diploma or equivalent is required.

Other Details

Languages Required: Fluency in Spanish, with oral and written proficiency, is required.

Languages Preferred: Knowledge of another United Nations official language is an advantage.

Contract Duration: 9 months
