Overview
The Head of Resources Management is responsible for managing, monitoring, and administering financial, budgetary, treasury, human resources, supply chain, and ICT activities for the Country Office and its Sub-Offices.
Tasks Summary
- Supervise and lead the management of treasury, forecasting cash flows, monitoring and controlling disbursed funds.
- Analyze financial projects, oversee budget control, analyze variances, and prevent deficits.
- Prepare annual budget, monitor budget control, analyze variances, and develop budgets for new projects.
- Manage and strengthen internal controls to safeguard assets and prevent fraud.
- Examine and review payroll versus budgets, ensuring correct allocation to projects.
- Review and finalize project and donor financial reports.
- Monitor and manage financial management for all Country Office activities.
- Review existing systems and procedures for improvements in efficiency and effectiveness.
- Supervise and manage the Human Resources function, including recruitment and personnel administration.
- Supervise and manage Supply Chain services, including contracts, fleet management, and premises maintenance.
- Represent the Organization at UN meetings.
- Serve as Officer-in-Charge of the Country Office in the absence of the CoM as needed.
Experience Requirements
- Seven years of relevant professional experience with a Master’s degree in Finance, Accounting, Business Administration, Management or a related field.
- Nine years of relevant professional experience with a University degree in Finance, Accounting, Business Administration, Management or a related field.
- Experience in all areas of financial administration including financial management, accounting and budgeting.
- Experience in human resources and Supply Chain.
- Experience using an Enterprise Resource Planning system.
- Experience in emergency operations an advantage.
- Experience in monitoring and evaluation and / or audit an advantage.
Qualification Requirements
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution.
- University degree in Finance, Accounting, Business Administration, Management or a related field.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
