Overview
The consultant will review the Lagos State Vaccination Law to identify gaps and propose amendments. This involves legal analysis, stakeholder consultations, and drafting a revised law and policy brief.
Tasks Summary
- Review the current Lagos state vaccination law to identify legal structural, and governance gaps.
- Identify statutory gaps, legal ambiguities, enforcement challenges, and compliance risks.
- Conduct targeted consultations with Lagos State Ministry of Health, Lagos State Primary Health Care Board, and relevant committees of the Lagos State House of Assembly.
- Facilitate validation workshops and technical review meetings.
- Prepare a revised draft law incorporating legal, policy, and public health considerations.
- Draft explanatory notes and legal justifications for proposed amendments.
- Prepare a policy brief summarizing key recommendations and implications of the revised law.
- Produce a final draft of the Lagos State vaccination law, explanatory memorandum, and policy implications brief.
Experience Requirements
- Minimum 5–7 years of experience in health policy development/review with a focus on immunization or public health.
- Experience working in Nigeria's health sector, particularly in Lagos State.
- Minimum of 7 years’ experience in legislative drafting, health law, or regulatory policy reform.
- Proven experience with ministries of justice and legislative bodies.
- Demonstrated experience in public health law, immunization policy, or health systems strengthening.
Qualification Requirements
- Advanced degree: A first degree in a health-related field.
- A master’s degree in public health will be an added advantage.
