Overview
The Finance and Budget Assistant will be responsible for reviewing cost estimates, budgets, and expenditure reports for projects, and assisting in financial closure and payment processes.
Tasks Summary
- Review cost estimates and budgets for project proposals.
- Review expenditure reports submitted by Executing Agencies and support finalization of approvals.
- Send feedback emails to executing agencies to complete documents correctly.
- Review final financial and audit reports from Executing Agencies and make recommendations.
- Monitor expenditures and compare with approved budgets; prepare adjustments as necessary.
- Assist in preparation of budget performance submissions and finalization of budget performance reports.
- Assist in financial closure of projects.
- Prepare pre-commitments and commitments in UMOJA and review them.
- Verify accuracy of input data.
- Co-ordinate with other finance and budget staff.
- Review draft reports.
- Assist in review and finalization of cash advance requests.
- Provide guidance to executing agencies.
- Verify and prepare less complex payments to third parties, commercial entities, and consultants.
- Review incoming payment instructions.
- Prepare payments for final disbursement.
- Dispatch payment instructions to UNON Treasury and provide remittance advices.
- Notify payees on status of payments.
- Assist staff members, consultants, executing agencies, the GEF Secretariat and the GEF Coordination Office, UNEP regarding queries on payment/funding issues.
- Keep up-to-date on documents/reports/guidelines.
- Draft or prepare correspondence to respond to enquiries.
- Maintain and keep up-to-date electronic files.
- May be responsible for providing guidance, training and daily supervision to other general service staff.
- Assist with the collection and analysis of data.
- Assist with visualizations and updating information material.
- Perform other related duties, as may be assigned.
Experience Requirements
- A minimum of seven (7) years of progressive working experience in project financial management and/or project accounting is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.
- Work experience with Enterprise Resource Planning (ERP) systems such as UMOJA is required.
- Work experience in analyzing financial data and reports is required.
- Work experience in grant management and donor reporting is required.
- Work experience in the UN (or similar international organization) financial rules and regulations and the IPSAS accounting standards is required.
- Work experience in Global Environment Facility (GEF) project/grant management, budgeting, accounting, and financial management is desirable.
- Work experience of one (1)year or more in data analytics or related area is desirable.
Qualification Requirements
Completion of High School Diploma or equivalent is required. Qualification in business administration, accounting, finance, social sciences or a related subject is desirable.
