Overview

The Finance and Budget Officer will review proposed budgets, ensure compliance with regulations, and monitor budget implementation for technical assistance projects.

Tasks Summary
  • Reviews proposed budgets and cost plans for technical assistance projects and issues allotments.
  • Reviews funding agreements, project documents and memoranda of understanding.
  • Ensures legislative mandates are accurately translated into programme budgets.
  • Reviews and analyses data for cost estimates and budget proposals.
  • Provides advice and guidance on Financial Regulations and Rules.
  • Provides support and guidance on UMOJA Grants Management aspects.
  • Provides substantive support to intergovernmental and expert bodies in budget review.
  • Issues allotments, including redeployment of funds.
  • Monitors budget implementation and determines/recommends reallocation of funds.
  • Monitors expenditures to ensure they remain within authorized levels.
  • Prepares budget performance reports of extra-budgetary projects and analyses variances.
  • Reviews requisitions for goods and services.
  • Administers and monitors extra-budgetary resources.
  • Prepares relevant documentation for budget performance submissions.
  • Reviews and makes recommendations on budget performance reports.
  • Oversees the recording and reconciliation of UNDP Service Clearing Accounts.
  • Keeps up-to-date on budgetary and financial matters.
  • Monitors and supervises the work of subordinate staff.
  • Performs other related duties, as assigned.
Experience Requirements

A minimum of five (5) years of progressively responsible experience in finance, administration, budget, business administration or related area is required. Experience with ERP applications such as Umoja and particularly the finance module as well as experience in using Business Intelligence is required. Experience in preparing financial reports to various donors is required. Experience in the use of information technology tools for financial analysis and monitoring of budget is desirable. Experience in Umoja or ERP role mapping and user provisioning is desirable.

Qualification Requirements

Advanced university degree (Master’s degree or equivalent) in business administration, finance, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
