Overview
The Senior Supply and Logistics Associate carries out highly skilled work across UNICEF supply chains, managing complex cases and client requests. The role involves leading end-to-end supply chain management and providing input into improved supply chain services.
Tasks Summary
- Provide input to Country Programme Action Planning and advise on Supply requirements.
- Participate in forecasting, planning, implementation, monitoring and evaluation of supply chain operations.
- Support supply and logistics emergency preparedness and response activities.
- Provide input and advice on the annual supply plan and develop procurement management strategies.
- Conduct market research and advise on best approaches for value for money.
- Liaise with clients in planning procurement and contracting initiatives.
- Ensure establishment of Long-Term Arrangements (LTAs) and process procurement requisitions.
- Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs).
- Organize bid openings and conduct technical and financial analysis of offers.
- Prepare requests for award and purchase orders in SAP.
- Liaise with suppliers and contractors, ensuring timely follow-up on delivery schedules.
- Ensure appropriate filing of procurement cases and maintain up to date records.
- Prepare procurement and supply reports.
- Provide logistics input to the supply plan, advising on infrastructure constraints.
- Monitor progress of offshore and/or regional procurement and ensure timely customs clearance.
- Provide specialized support in the area of logistics.
- Identify needs for contracting of logistics third party services and support contracting.
- Manage documentation processing for execution of logistics operations.
- Manage UNICEF central and peripheral warehouse facilities and operations.
- Maintain appropriate warehousing and inventory management processes.
- Supervise receipt of consignments and dispatch of supplies.
- Prepare stock reports and monitor inventory.
- Support Warehouse and Inventory assessments and capacity building of partners.
- Support assessment of and collaboration with implementing partners.
- Participate in events/meetings to build partnerships with UN organizations.
- Facilitate Procurement Services (PS) transactions.
- Monitor the incoming pipeline of PS shipments.
- Support effective working relations with other agencies, local authorities and implementing partners.
- Support national emergency logistics coordination structures.
- Support in designing and delivering training, capacity building for external IPs and internal stakeholders.
Experience Requirements
- A minimum of 7 years of progressively responsible experience in supply chain management or a commercial context is required.
- Understanding of development and humanitarian work is an advantage.
- Experience supervising one or more dependents is considered as an asset.
- Experience with SAP system is considered as an asset.
- Experience working in an international organization is considered an asset.
Qualification Requirements
• Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, logistics, business administration, contract/commercial law, or another relevant technical field.
