Overview
Provide input and advice on supply chain operations, including planning, procurement, contracting, and logistics. Support the efficient and timely delivery of supplies and services.
Tasks Summary
- Provide input to Country Programme Action Planning and advise on Supply requirements.
- Participate in forecasting, planning, implementation, monitoring, and evaluation of supply chain operations.
- Conduct regular local market surveys to identify and evaluate qualified suppliers.
- Serve as a focal point for procurement and contracting planning with programme sections.
- Conduct data review and analysis for category management and development of procurement strategies.
- Support the establishment of Long-Term Arrangements (LTAs) and prepare/process procurement requests.
- Organize bid openings and conduct technical and financial analysis of offers.
- Prepare purchase orders and contracts in VISION/SAP.
- Monitor and analyze supply dashboard reports to track key performance indicators.
- Provide logistics input to the supply plan, advising on infrastructure constraints.
- Monitor progress of offshore and/or regional procurement and ensure timely customs clearance.
- Keep track of demurrages and detention charges.
- Identify needs for contracting of logistics third party services and support their management.
- Manage documentation processing for logistics operations.
- Support in the arrangement of UNICEF warehouse facilities and operations.
- Maintain appropriate warehousing and inventory management processes.
- Supervise receipt of consignments and dispatch of supplies.
- Prepare stock reports and carry out physical counts of inventory.
- Support and contribute to the development of partnerships with UN agencies and other partners.
- Support in identifying opportunities for capacity building of Government counterparts.
- Facilitate Procurement Services (PS) transactions.
- Support in the coordination and implementation of financing initiatives.
- Support in administrative and logistical processes to facilitate national and regional procurement.
- Support emergency preparedness and response activities.
- Ensure continuous and accurate availability of procurement-related data and prepare reports.
- Support assessment of and collaboration with implementing partners.
Experience Requirements
- Minimum six years of relevant administrative experience in supply chain management or in a commercial context is required.
- For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace three years of related work experience. A master’s degree may replace an additional two years.
- Experience working in an international organization, civil society organization and in an emergency setting is considered an asset.
Qualification Requirements
Completion of secondary education is required. Professional and/or university courses related to the field of work are highly desirable.
