Overview

The Humanitarian Access and Safety Manager is the lead technical resource on safety and security, crisis management, and access for NRC Libya and Human Mobility Hub (HMH) operations. This role is crucial for managing safety and security risks, building capacity, implementing Duty of Care, developing humanitarian access strategies, and facilitating principled humanitarian programming.

Tasks Summary
  • Implement the NRC Global HAS Management System at country level.
  • Prepare reports as required.
  • Execute the country HAS Operational Plan.
  • Foster a culture of enabling a safe and principled humanitarian response.
  • Maintain an up-to-date comprehensive understanding of the country’s humanitarian context.
  • Develop and maintain country HAS documents, procedures, guidance, and tools.
  • Oversee and/or conduct Security Risk Assessments (SRAs) and access assessments.
  • Technically support the development and implementation of access strategies.
  • Provide technical guidance on specialised issues.
  • Foster a culture of continuous learning.
  • Display flexibility and agility to adequately support different mandates.
  • Ensure compliance with NRC’s HAS Management System.
  • Line management responsibility for direct reporting staff.
  • Train and develop NRC staff and partners’ capacity in access, safety, and security.
  • Communicate and coordinate with relevant external actors and coordination structures.
  • Build relationships with various stakeholders.
  • Ensure adherence to NRC policies, guidance and procedures.
Experience Requirements
  • Managerial experience in a humanitarian/recovery context.
  • Strong understanding of the Humanitarian Principles and their application in programmatic and advocacy responses, NGO safety and risk management, humanitarian access, and civil-military coordination.
  • Previous international experience working in complex contexts.
  • Participating in access negotiations with an NGO and/or UN agencies.
  • At least one-year professional experience in a high-risk context.
  • Experience in risk management with implementing partners.
  • Previous experience within the region and/or area of operations is preferable.
  • Prior experience in capacity building/training and remote management.
Qualification Requirements

• Bachelor’s degree in a relevant field.

Other Details

Languages Required: • Working proficiency in English, both written and verbal. • Working proficiency in Arabic, both written and verbal.

Languages Preferred: • Working proficiency in French is also a plus. • Qualifications in humanitarian access negotiations is an added value.

Contract Duration: 6 months, extendable
