Overview

Consultant to conduct a terminal evaluation of the UNEP/GEF projects “Sustainable Cities Impact Program Global Platform” and “Sustainable Cities Impact Program”. The evaluation will assess project performance and determine outcomes and impacts.

Tasks Summary
  • Conduct preliminary desk review and introductory interviews.
  • Draft the reconstructed Theory of Change.
  • Prepare the evaluation framework.
  • Develop desk review and interview protocols.
  • Draft survey protocols (if relevant).
  • Develop and present criteria for country and/or site selection.
  • Plan the evaluation schedule.
  • Prepare the Inception Report.
  • Conduct further desk review and in-depth interviews.
  • Conduct evaluation mission(s) to Georgia and visit project locations.
  • Regularly report back on progress and inform of any possible problems or issues.
  • Keep the Project/Task Manager informed of the evaluation progress.
  • Draft the Main Evaluation Report.
  • Liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report.
  • Prepare a Response to Comments annex.
  • Prepare an Evaluation Brief (2-page summary).
Experience Requirements
  • A minimum of seven (7) years of experience of technical / evaluation experience.
  • Preferably including evaluating large, regional or global programmes.
  • Preferably using a Theory of Change approach.
Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
  • A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
Other Details

Languages Required: • Fluency in English is required.

Languages Preferred: • Knowledge of any of the following languages - Chinese, French, Indonesian, Portuguese, and or Spanish - is desirable.

Contract Duration: 8 months
