Overview
The Procurement and Supply Chain Analyst supports the Procurement and Supply Chain Management (PSM) function, strengthening the capacity of national programs and NGO partners for efficient and transparent management of HIV and TB commodities.
Tasks Summary
- Plan and implement local and international procurement of HIV/TB commodities.
- Prepare requisitions, support tendering processes, and track procurement lead times.
- Prepare and update procurement plans, tracking sheets, contract status, delivery schedules, and payment status.
- Lead the preparation of product specifications and ensure adherence to WHO/GF policies for Quality Assurance/Quality Control (QA/QC).
- Support documentation and clearance for inbound shipments.
- Support National AIDS Program (NAP), National TB Program (NTP), and Sub-Recipients (SRs) NGOs to strengthen quantification, forecasting, stock monitoring, and supply planning.
- Maintain updated inventory lists.
- Monitor storage conditions for HIV/TB commodities.
- Track distribution from central warehouse to implementing sites.
- Conduct routine spot checks and verification visits.
- Identify risks of stockout, overstocks, expiries, and pipeline delays.
- Prepare, update, and submit the Health Products Management Template (HPMT) and its detailed budgets.
- Support programmatic reviews, Program Update Disbursement Requests (PUDRs), and progress updates.
- Ensure timely response to Local Fund Agent (LFA), GF, and Office of Audit and Investigation (OAI) queries.
- Update the PSM risk management matrix.
- Support verification and documentation for Fixed Assets Register (FAR).
- Provide technical assistance to NAP, NTP, and NGO SRs on procurement, LMIS, quantification, forecasting, distribution planning, warehouse management, and inventory control.
- Support assessments of national warehousing and distribution systems.
- Support the roll-out of electronic PSM systems.
- Ensure effective knowledge transfer and contribute to documenting lessons learned and best practices.
Experience Requirements
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in procurement of health products experience, supporting planning, monitoring, forecasting and/or quantification.
- Experience coordinating with government disease programmes and/or NGOs.
- Proven understanding of HIV/AIDS and/or TB programmatic interventions.
- Hands-on experience with quantification, forecasting, supply planning, and stock monitoring.
- Work experience with key populations at high risk to HIV and TB.
- Knowledge of Global Fund PSM policies.
- Experience with ERP systems and LMIS platforms.
Qualification Requirements
- Advanced university degree (master’s degree or equivalent) in Business Administration, Procurement, Pharmaceutical Science, Public Health, Public Policy, or relevant related field is required.
- OR A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience.
- CIPS level 3 is highly desirable.
