Overview

The Grants Officer will coordinate and manage the Grants Component of the EU-GEPP SO2 project, supporting the Philippines’ transition towards a green economy, including circular economy, reducing waste and plastic, and increasing energy efficiency and renewable energy deployment.

Tasks Summary
  • Assist in the design and prepare calls for grant proposals, develop materials for evaluation, and design/deliver ideation and capacity-building workshops.
  • Design and support launching events and communication outreach for grant calls.
  • Facilitate the selection process, ensure workplans of grantees are aligned, conduct due diligence, finalize grant agreements, and announce successful applications.
  • Ensure timely and effective monitoring and implementation of awarded grants, conduct meetings and monitoring activities, maintain and update online monitoring systems, review financial and narrative reports, and update the risk log.
  • Liaise with national and international stakeholders, lead logistical, financial, and contractual-related work.
  • Assess capacities of grantees, organize training, design and deliver capacity-building initiatives, ensure implementation and monitoring of these initiatives, and coordinate with colleagues for orientations and practical sessions.
  • Ensure timely reporting from grantees, quality of work through technical review, spot checks, field visits, and program/financial monitoring.
  • Document best practices and lessons learned, assist in producing publicity materials, contribute to knowledge networks, prepare grant program status reports, and perform other duties as necessary.
Experience Requirements
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in providing management advisory services, and/or hands-on experience in design, monitoring and evaluation of development projects.
  • At least 3 years of experience in managing grant programmes with national and local governments.
  • Experience in management of at least 3 grant programmes with public organization.
  • At least two (2) years of demonstrated experience in the areas of circular economy, green economy, environment and climate change is an asset.
  • At least two (2) years’ experience in procurement, processing of payments, project budgets, and other administrative processes in development organizations.
Qualification Requirements
  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Engineering, Political/Social Sciences, Land use Planning or Design, Climate Change Adaptation or Environment Management or Disaster Risk Reduction or related field is required.
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of the advanced university degree.
