Overview

Supervise shipping management, port operations, and customs clearance processes to ensure efficient and compliant movement of WFP cargo.

Tasks Summary
  • Supervise vessel arrival, offloading, handling, and storage of shipments.
  • Ensure compliance with port free-time limits.
  • Monitor vessel allocation and plan dispatches.
  • Oversee customs clearance processes and ensure compliance with Cameroon and CEMAC customs regulations.
  • Manage relationships with freight forwarders and customs authorities.
  • Propose solutions to mitigate customs-related delays.
  • Ensure proper handling and follow-up of customs documentation.
  • Monitor customs declarations and issuance of “mains levées”.
  • Monitor homologated prices of customs and port charges.
  • Contribute to risk mitigation by verifying shipment data.
  • Identify and anticipate customs and logistics risks.
  • Develop strategies to reduce costs associated with demurrage, storage, and transit.
  • Ensure rigorous management of contracts and financial commitments.
Experience Requirements
  • At least 5 years of experience in port operations, shipping, or customs clearance in Central Africa.
  • Experience in managing freight forwarders, shipping lines, and road transporters.
  • Experience in performance monitoring and analyzing supply chain data related to contracts and shipments, payments, pipeline information, insurance claims and/or food stocks, including trend analyses.
  • Expertise in INCOTERMS and special customs regimes for humanitarian imports.
Qualification Requirements
  • Completion of secondary school education.
  • University degree in Logistics, International Trade, Customs & Freight Forwarding, Maritime Transport, or Supply Chain Management.
  • Specialization in CEMAC Customs Regulations or International Trade Law is an asset.
Other Details

Languages Required: • Fluency (level C) in French language

Languages Preferred: • Intermediate or advanced knowledge of English (level B or C)
