Overview
The Head of Resources Management is responsible for managing, monitoring, and administering financial, budgetary, treasury, human resources, supply chain, and ICT activities for the Syria Country Office and its Sub-Offices.
Tasks Summary
- Plan, oversee and monitor resource management functions.
- Supervise/coordinate the preparation of financial reports, donor reports and budgets.
- Provide oversight of financial expenditures and undertake financial analysis of projects.
- Ensure implementation of and adherence to internal controls.
- Develop and implement relevant operational control systems.
- Ensure compliance with general instructions and permanent instructions.
- Coordinate the financial and administrative aspects of agreements.
- Oversee the maintenance of the CO’s premises, equipment, vehicles and supplies.
- Participate in the senior management team.
- Liaise with project managers regarding budgets and funding levels.
- Supervise and manage the Human Resources function.
- Provide support to the CoM and Project Managers in answering queries.
- Support Project Managers throughout the project cycle.
- Represent the Organization at relevant high-level inter-agency meetings.
- Liaise with donors and other partners.
- Supervise Human Resources, Finance, Supply Chain and Information Technology Units.
- Train staff in relevant areas of Resources Management.
- Undertake duty travel to provide support on resource management issues.
- Establish controls and procedures.
- Resolve and provide guidance on resource management problems/issues.
- Build resources management capacity of the CO.
Experience Requirements
- Seven years of relevant professional experience with a Master’s degree in Finance, Accounting, Business Administration, Management or a related field.
- Nine years of relevant professional experience with a University degree in the above fields.
- Experience in all areas of financial administration including financial management, accounting and budgeting.
- Experience in human resources and Supply Chain.
- Experience using an Enterprise Resource Planning system.
- Experience in emergency operations an advantage.
- Experience in monitoring and evaluation and / or audit an advantage.
Qualification Requirements
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution.
- University degree in the above fields.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
