Overview

Lead the Forum's efforts on coordination of humanitarian response, both internally amongst members and externally with primary interlocutors. Provide technical advice and facilitation to the INGO Forum and its working groups on adapting coordination approaches to the Myanmar context.

Tasks Summary
  • Lead the Forum's efforts on coordination of humanitarian response.
  • Provide technical advice and facilitation to the INGO Forum and its working groups.
  • Support the Forum's engagement in HCT, clusters, area-based coordination task forces, and informal/local coordination mechanisms.
  • Strengthen coordination at both national and sub-national levels.
  • Facilitate internal coordination among INGO Forum members.
  • Compile and circulate vital updates to members through Forum reports.
  • Build capacity of INGO Forum members and local partners.
  • Ensure documentation of regular INGO Forum members' meetings and other relevant events.
  • Lead external coordination with emphasis on UN agencies, local and national organizations.
  • Represent the INGO Forum in inter-agency meetings.
  • Regularly participate in key cluster/working group meetings.
  • Enable effective INGO representation in humanitarian coordination/decision-making bodies.
  • Work with the Forum Director to strengthen work on humanitarian access and bureaucratic/administrative impediments (BAI).
  • Develop concise analysis and guidance for Forum members and external stakeholders on BAI, enhanced coordination, INGO safety and security, and humanitarian access.
  • Support initiatives to improve communication continuity and strengthen safety and security capabilities for INGOs.
  • Draft policy briefs, reports, and communication products.
  • Develop a Myanmar-specific technical note with recommendations on coordination models.
  • Ensure key learnings from humanitarian response are extracted and incorporated into policy briefs and key messages.
  • Document good practices, challenges, and adaptations in Myanmar's coordination landscape.
  • Produce at least one Myanmar case study/learning paper for inclusion in the global Agile Coordination Initiative knowledge base.
  • Contribute to global thematic briefs and toolbox products.
  • Represent Myanmar perspectives in cross-country working sessions, regional retreats, and global forums.
  • Draft or co-author policy and advocacy briefs highlighting Myanmar experiences.
Experience Requirements
  • Minimum 3 years' work experience in complex and fragile humanitarian environments, particularly in humanitarian coordination, NGO forums, or inter-agency leadership roles
  • Strong knowledge of Myanmar's humanitarian and political context with proven ability to navigate sensitive environments. Experience and/or solid understanding of the Myanmar context is essential
  • Demonstrated experience in coordination facilitation, policy analysis, and humanitarian system engagement
  • Strong coordination background with CSOs, NGOs, INGOs and/or UN agencies
  • Strong track record in research, learning, and knowledge product development
  • Strong analytical skills and demonstrated ability in writing briefing papers, reports and other information products
  • Excellent ability to work within and lead diverse teams, and to provide guidance and support to programme staff in areas of localization and partnerships
  • Flexible and able to multi-task and improvise in complex, rapidly changing environments
Qualification Requirements

• Master’s degree in a relevant field (international development, social sciences, political sciences etc).
