Overview

This role focuses on ensuring UNDP's active participation and external representation in Gender and PSEAH meetings, reviewing project documents from a gender and PSEA perspective, and promoting gender awareness amongst staff.

Tasks Summary
  • Participate in quarterly meetings co-chaired by UN Women and UNFPA.
  • Provide timely and quality inputs for meetings as needed.
  • Actively participate and contribute to all UNCT-SWAP assessments and reporting.
  • Ensure continuity and sustainability in UNDP/PAPP’s overall efforts to advance gender equality and women’s empowerment (GEWE) and the Protection against Sexual Exploitation and Abuse (PSEAH) agenda.
  • Participate in oPt PSEA Network/SANAD bi-weekly meetings.
  • Contribute to the PSEA’s Network efforts.
  • Keep UNDP/PAPP’s senior management informed of any relevant issues.
  • Review concept notes, proposals, and ProDocs from a gender and PSEA perspective.
  • Review Evaluation ToRs and Reports from a gender perspective.
  • Provide technical inputs and support to enhance gender mainstreaming and integrate SEA risks in risk logs.
  • Engage in project design/development to support Programme staff in enhancing gender mainstreaming.
  • Support Programmes colleagues in integrating PSEA in terms of SEA-related risks and mitigation measures.
  • Provide technical inputs and advice to enhance gender mainstreaming in evaluations.
  • Support and enhance capacities of Programme staff for gender mainstreaming.
  • Continue the roll out of the series of Gender Transformative Workshops for all staff.
  • Continue carrying out the Training of Trainers (TOT).
  • Contribute to regional knowledge sharing and capacity development on gender transformative approaches.
  • Carry out capacity development activities on gender mainstreaming in programming.
  • Systematically carry out one-on-one Gender & PSEAH Onboarding Briefings for newcomers.
  • Submit UNDP/PAPP’s inputs to the annual UN SG Report on Women, Peace and Security (WPS).
  • Ensure timely preparation and submission of the “Annual End of Year Certification from Special Representative to Bureau Director regarding Sexual Harassment and Sexual Exploitation and Abuse”.
  • Prepare the annual End of Year Certification, review and update the PSEAH Action Plan.
  • Participate in RBAS Gender Focal Points Community of Practice (COP) meetings.
  • Ensure regular coordination and collaboration with UNDP RBAS Gender Team.
  • Ensure timely submission of UNDP/PAPP’s response to the UNDP Annual Survey on PSEAH.
  • Lead on coordination, consolidation and submission of UNDP/PAPP’s to the bi-annual PSEA Network survey.
  • Coordinate UNDP/PAPP PSEAH Taskforce, incl. organizing and chairing bi-weekly meetings, monitoring implementation of PSEAH Action Plan, following up with all other PSEAH-SH Focal Points to advance/accelerate PSEA-SH activities, and keeping senior management updated on progress and challenges/bottlenecks.
  • Carry out PSEAH Staff Awareness/Refresher sessions, develop PSEAH Awareness material for internal distribution, and raise external awareness.
  • Support systematic integration of PSEAH Capacity Assessment for IPs as part of project design and implementation.
Experience Requirements
  • Minimum 4 years of working experience with international organizations and/or government and/or private sector and/or research institution, think tank and/or civil society organization are required.
  • At least two years of experience in an organization similar in size and complexity to UNDP is desired.
  • Extensive experience in knowledge management and development policy issues, particularly in gender equality and women's empowerment is required.
  • Strong analytical, drafting, and reporting skills, with ability to synthesize complex information into clear, actionable recommendations for quality, substantive inputs are required.
  • Ability to integrate cross-cutting issues (gender equality, gender mainstreaming, gender-responsive and PSEAH) into programming, project design and implementation, as well as evaluations is required.
  • Experience imparting internal / or external gender training to mainstream gender transformative programming and sensitivities across institutional, practices and programming is desired.
  • Knowledge of, or experience from complex emergencies, conflict-affected contexts or the Middle East is desired.
  • Experience with strong working relationships with government institutions, civil society organizations, and development partners to enhance knowledge exchange and ensure coordinated monitoring and reporting is desired.
  • Excellent communication, teamwork, and intercultural skills, with capacity to work effectively with staff, partners, and communities is required.
  • Experience with following established procedures for engagement with partners and for communications products is an asset.
Qualification Requirements

Bachelor's degree in international relations, development studies, and social sciences, preferably Gender or Women’s Studies or other relevant field with a minimum of 2 years of progressively responsible professional experience addressing the promotion of gender equality, inclusivity and women’s empowerment

Contract Duration: 6 months (with possibility of extension)

Work Modality: Onsite

Remuneration: A Volunteer Living Allowance (VLA) of ILS 9, 422 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
