Overview

The Programme Management Officer role focuses on the implementation, monitoring, and evaluation of programmes, operations, and other activities within an assigned functional area. The main purpose is to provide technical assistance to developing countries to strengthen their capacity to manage public debt.

Tasks Summary
  • Participates in the development, implementation and evaluation of assigned programmes/projects.
  • Monitors and analyses programme/project development and implementation.
  • Reviews relevant documents and reports, identifies problems and proposes corrective actions.
  • Performs consulting assignments, plans and facilitates workshops, and assists in developing action plans.
  • Researches, analyses and presents information from diverse sources.
  • Assists in policy development, including review and analysis of issues and trends.
  • Undertakes survey initiatives, designs data collection tools, and prepares conclusions.
  • Prepares written outputs such as draft background papers, analysis, and sections of reports.
  • Provides substantive support to meetings and conferences.
  • Undertakes outreach activities, conducts training workshops, and makes presentations.
  • Participates in or leads field missions and drafts mission summaries.
  • Coordinates activities related to budget and funding.
  • Maintains records on assigned programmes, projects, and user institutions.
  • Develops and maintains an understanding of relevant programme-specific systems, tools, or platforms.
  • Collects and analyses data to identify trends or patterns and provide insights using data visualization methods.
  • Performs other duties as required.
Experience Requirements

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in dealing with debt management issues and in public debt management systems is desirable. Experience in technical cooperation projects within the United Nations Common system is desirable.

Qualification Requirements

Advanced university degree (master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in business administration, management, economics, or related field, combined with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Languages Required: English is required.

Languages Preferred: Either French or Russian or Arabic or Spanish is desirable.
