Overview

Assists in the planning, coordination and supervision of secretariat services for intergovernmental meetings and ensures efficient relationship and communication with Permanent Representatives.

Tasks Summary
  • Assists in the planning, coordination and supervision of the provision of secretariat services to meetings of the Committee of the Permanent Representative (CPR).
  • Coordinates with other UNEP divisions and offices for the preparation of background documentation.
  • Prepares invitations, agendas, procedural scripts and background notes for presiding officers.
  • Provides advice to presiding officers on organization of work, conduct of business, rules of procedure and established practices.
  • Prepares summaries of meetings and coordinates follow-up on decisions and recommendations.
  • Ensures efficient relationship and communication with Permanent Representatives and Deputy Representatives to UNEP.
  • Provides support in enhancing UNEP's relationship and communication with governments.
  • Follows up on requests from Permanent and Deputy Permanent Representatives.
  • Prepares official correspondence and online information to Governments, intergovernmental organizations and others.
  • Supports increasing the number of Member States accredited to the CPR.
  • Assists in the planning, coordinating and supervising the provision of secretariat services to the United Nations Environment Assembly.
  • Develops invitation, agenda, structure for Open-ended CPR (OECPR) sessions.
  • Ensures timely and accurate submission and issuance of documentation for OECPR sessions.
  • Coordinates preparation of Secretariat technical notes upon submission of draft resolutions and draft decisions.
  • Coordinates preparation of trainings and background material for co-facilitators and UNEP technical focal points.
  • Coordinates and provides inputs to UNEA follow-up actions.
  • Analyzes and summarizes comments, views and substantive inputs from governments on UNEA resolutions and decisions.
  • Coordinates preparation of relevant briefings for UNEP senior management.
  • Undertakes research on procedural and political issues.
  • Represents the Deputy Director in his/her absence at diplomatic functions.
  • Collects and analyzes data to identify trends or patterns and provide insights.
  • Carries out administrative functions and performs other related duties.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including review and analysis of issues and trends.
  • Generates survey initiatives, designs data collection tools, reviews, analyzes and interprets responses.
  • Organizes and prepares written outputs e.g. draft background papers, analysis, sections of reports and studies.
  • Provides substantive backstopping to consultative and other meetings.
  • Leads team members' efforts to collect and analyze data.
  • Initiates and coordinates outreach activities; conducts workshops, seminars and webinars.
  • Leads and/or participates in large complex missions.
Experience Requirements
  • A minimum of seven (7) years of progressively responsible work experience in providing direct secretariat support to intergovernmental governing bodies is required.
  • Proven experience preparing and coordinating official documentation for UN governing body meetings, including agendas, invitations, procedural scripts, background notes, meeting summaries, draft reports, and correspondence cleared through established secretariat processes is required.
  • Experience advising or supporting Chairs, bureaux members, co-facilitators, or presiding officers on rules of procedure, conduct of business, established practices, and organization of work in intergovernmental meetings is required.
  • Experience supporting negotiations or intergovernmental consultations, including preparing background materials for co-facilitators, technical focal points, or Chairs, is desirable.
  • Experience coordinating follow-up to intergovernmental decisions and recommendations, including tracking implementation and preparing analytical summaries for senior management, is desirable.
  • Two (2) years or more experience in data analytics or related area is desirable.
  • Demonstrated experience servicing the Committee of Permanent Representatives (CPR), the Open-ended Committee of Permanent Representatives (OECPR), the United Nations Environment Assembly (UNEA), or comparable UN governing bodies, including planning, coordination, and servicing of formal meetings involving Member States is desirable.
Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in political science, international relations, environmental law, international law or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics and data science programs is desirable.
