Overview
The Site Planning Officer will provide technical guidance and oversight for humanitarian settlement and infrastructure projects, strengthening operational linkages and ensuring decisions are grounded in sound technical standards.
Tasks Summary
- - Conduct assessments for potential site selection based on the Master Plan approach.
- - Ensure settlement layouts respond to topography and drainage patterns.
- - Facilitate equitable access to basic services and inclusion of site community groups.
- - Develop implementation modalities and work plans for settlement plans.
- - Provide technical inputs and advice for partner selection and review of PPAs.
- - Develop contingency plans for population movements and update response strategies.
- - Conduct assessments and develop strategies to mitigate natural hazard risks.
- - Provide leadership in ensuring technically sound settlement planning.
- - Liaise with government authorities for coordination and partnership.
- - Represent UNHCR in site selection and land negotiations.
- - Promote integration of cross-cutting issues in planning and monitoring.
- - Develop and implement Settlement plans in a consultative process.
- - Develop Settlement Master Plans and ensure periodic updates.
- - Upload technical information and settlement plan updates on the SIP.
- - Ensure use of common standards and tools for information collection and data management.
- - Conduct regular monitoring of settlement and infrastructure works.
- - Advocate for resource mobilization.
- - Collaborate with functional units and technical actors in assessments and planning.
- - Ensure a rights-based approach and community-based approaches.
- - Develop reports and share information with stakeholders.
- - Promote accountability to affected populations and durable solutions.
- - Maintain linkages with the shelter and settlement team and other actors.
- - Support risk management and seize opportunities impacting objectives.
- - Perform other related duties as required.
Experience Requirements
- For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree.
- Managerial and technical ability to guide a specialist team in emergency and/or protracted situations.
- Previous similar job experience in the humanitarian settlement planning / infrastructure field.
- Appropriate work experience in Shelter, Settlements and Infrastructure in a Humanitarian Context.
Qualification Requirements
- Architecture; Urban Planning; Civil / structural Engineering; or other relevant field.
- Bachelor of Arts: Civil Engineering, Bachelor of Arts: Construction, Bachelor of Arts: Development Planning
