Overview

The Human Resources Officer will be responsible for human resources policy development, application and interpretation, workforce planning, recruitment, placement, performance and development, administration of justice and disciplinary matters, and general human resources administration.

Tasks Summary
  • - Recommends changes to Staff Regulations and develops new policies.
  • - Develops and implements lower level policies and procedures.
  • - Monitors and ensures the implementation of human resources policies.
  • - Provides advice on interpretation and application of Staff Regulations and HR policies.
  • - Advises and counsels staff and managers on rights, responsibilities, and difficulties.
  • - Coordinates or prepares reports on HR related issues.
  • - Analyzes staffing needs and develops recruitment plans and strategies.
  • - Monitors and ensures timely filling of posts.
  • - Prepares vacancy announcements, reviews applications, and serves in selection bodies.
  • - Identifies and analyzes staff development needs and designs programmes.
  • - Provides performance management advice.
  • - Handles staff grievances and complaints.
  • - Contributes to efforts to address and mitigate staff grievances.
  • - Deputizes for the Head of the Administrative and Personnel Division as required.
  • - Assists the Head in developing, monitoring and implementing work plans and budgets.
  • - Provides advice on the Court’s health insurance scheme.
  • - Prepares agendas and documents for meetings of the Court's Budgetary and Administrative Committee.
Experience Requirements

A minimum of five years of progressively responsible experience in human resources management, law or public administration is required. A minimum of three years of experience in the full range of human resources management within the United Nations Common system is required. Experience in HR policy design and development is required. Experience advising managers and staff on HR policies and entitlements is required. Experience using Enterprise Resource Planning (ERP) systems such as SAP or Umoja is desirable.

Qualification Requirements

An advanced university degree (Master's degree or equivalent) in business administration, public administration, human resources management or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional certification in Human Resources Management is desirable.
