Overview
The Programme Policy Officer (Agri-Insurance) will support policy and programme activities related to food assistance needs, with a focus on micro-insurance and climate risk financing.
Tasks Summary
- Contribute to the development of projects, plans, and processes.
- Provide project management support for defined programmes and projects.
- Develop and coordinate data gathering and monitoring systems.
- Research and analyse policy and operational issues.
- Prepare accurate and timely reporting on programmes and activities.
- Liaise with internal and external counterparts for collaboration.
- Support the identification, development, and management of partnerships.
- Support capacity building of WFP staff, partners, and national government.
- Guide and supervise more junior staff.
- Organize, coordinate, and manage the insurance component, including technical studies and product development.
- Support the design of the insurance component, including product development, policies, distribution strategies, and education.
- Develop an integrated insurance strategy complementing other resilience tools.
- Support the development of distribution strategies, including partner selection and training.
- Build partnerships to strengthen the sustainability of the insurance component.
- Develop a monitoring and evaluation plan for insurance activities.
- Contribute to the development of terms of reference and contracts for consultants and insurers.
- Contribute to internal and external reporting on insurance activities.
- Ensure stakeholders have access to relevant information on the insurance component.
- Contribute to project design and proposal writing for funding.
- Define and implement operational plans for climate risk financing initiatives.
- Ensure integration of micro-insurance activities with broader climate risk management initiatives.
- Lead reporting, monitoring, and evaluation for climate risk financing initiatives.
- Coordinate the development and drafting of funding proposals for climate finance activities.
- Explore additional opportunities for financing resilience and climate risk management activities.
Experience Requirements
- 1 year of post-graduate professional experience for candidates holding an advanced post-secondary education (Master’s).
- 3 years of Post-graduate Professional Experience for first-level post-secondary education (Bachelor’s).
- Practical experience in implementing technical programmes related to agriculture, insurance, climate resilience, or food security.
- Contribution to programme implementation and support for the design of operational activities, particularly in resilience and risk management.
- Substantive input into policy discussions and decision-making processes at national or sub-national level.
- Experience working with government counterparts, cooperatives, or community-based organizations in strengthening agricultural systems.
- Support for capacity-building initiatives and provision of technical guidance to partners or beneficiaries.
- Demonstrated ability to coordinate with multiple stakeholders, including regional and headquarters units.
Qualification Requirements
Advanced University degree in Agriculture, Environmental Science, Economics, Social Sciences, International Affairs, or another field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
