Overview
The Programme Specialist, GBV, will coordinate and implement an ambitious GBV programme in Cambodia, providing overall leadership, coordination, and supervision of a small team. The role contributes to strengthening the capacity of governments and implementing partners for GBV prevention and response activities.
Tasks Summary
- Lead GBV through close partnership with the Ministry of Women’s Affairs, UN agencies and other stakeholders.
- Implement strengthening of GBV case management services delivered by government and non-government actors.
- Oversee the implementation of activities in GBV health and case management services.
- Support referral pathway strengthening work at national and subnational levels.
- Ensure linkages with GBV response services including safe and timely service referrals.
- Advance the national action plan on GBV prevention.
- Ensure advocacy and communications messaging is in line with best global practice.
- Support coordination of GBV response services along the referral pathway.
- Provide guidance in GBV in Emergency, planning, monitoring, and reporting integration in the humanitarian sector.
- Support existing GBV coordination mechanisms.
- Manage UNFPA’s GBV programme interventions and support the GBV Programme Analyst.
- Work with the chair and secretary of the multi-sectoral coordination mechanism on GBV at sub-national.
- Ensure management oversight of the GBV programme budgets, expenditures and reports.
- Support coordination of technical assistance and institutional capacity building support to Implementing Partners.
- Provide orientation for project staff and other relevant stakeholders on GBV concepts and case management.
- Arrange training including on GBV Data, Case Management and other topics.
- Mentor project staff of Implementing Partners to apply GBV Guiding Principles and best practices.
- Support the UNFPA PSEA protocols and implementation.
- Collaborate with team members, programme partners, and sub-grantees to ensure safe implementation of programmes.
- Develop and maintain partnership and collaboration with external counterparts.
- Support the coordination around the development of joint UN proposals related to GBV.
- Ensure positive relationships with donors and partners.
- Support the GBV coordination of work under the UNSDCF.
- Coordinate with health sector response to GBV focal points.
- Represent UNFPA in relevant development and humanitarian coordination bodies.
- Overall lead of the GBV team.
- Ensure accountability on programme management, financial reporting and donor reporting for the GBV team.
- Initiate timely recruitment of necessary human resources.
- Support the management of national and international consultancy work.
- Supervise, mentor, and coach team members.
Experience Requirements
- At least five years of increasingly responsible professional experience in the field of gender and gender-based violence and addressing harmful social and gender norms programming and their application in development or humanitarian settings;
- Experience in programme / project management including experience in multi-sector projects and actively liaising with relevant and potential project partners;
- Proven experience in coordinating / managing teams;
- Technical knowledge and experience in GBV prevention and response including case management using a survivor-centered approach;
- Experience in humanitarian coordination particularly in area of GBViE is desirable;
- Strong interpersonal communication skills including development of communications products;
- Excellent report writing and compelling oral presentations;
- Field experience is a strong asset;
- Prior experience in the UN system is an asset;
- Prior experience in psychosocial support will be an asset.
Qualification Requirements
Advanced Degree in social work or other social sciences, public health, gender, international relations, international law, human rights, or related field is required.
