Overview

Support UNICEF’s Social Policy programme in Ukraine by providing technical and operational assistance to strengthen the capacity of local and regional authorities in using Public Finance for Children and emergency preparedness principles in service delivery.

Tasks Summary
  • Support development of assessment tools, service mapping methods, data collection instruments, and budget analysis approaches.
  • Contribute to quantitative and qualitative analysis of service coverage, costs, efficiency, and gaps.
  • Assist in situational assessments of key services, identifying gaps and barriers.
  • Support intersectoral coordination and facilitate improvements linked to local budget capacities and long-term sustainability.
  • Collect and systematize qualitative and quantitative data, support the development of replicable programme models and implementation frameworks.
  • Develop training materials and guidance on public finance, budgeting and cost analysis; co-deliver trainings for local actors.
  • Support the FO to facilitate data collection and partnerships for integrated cash and care services for children.
Experience Requirements
  • 3 years of relevant experience.
  • Demonstrated experience in child- and youth-oriented services, particularly in conducting service assessments, cost analysis, and review of local social, education, or child protection programmes.
  • Supporting development of referral pathways, coordination mechanisms, or service delivery models at the local level.
  • Experience working with local authorities, hromadas, regional administrations, or sectoral departments (Education, Social Protection, Youth Policy, Child Protection) is highly desirable.
  • Experience in preparation of analytical reports, policy briefs, and donor reporting related to social policy, public finance or governance reform is an asset.
Qualification Requirements

Master's degree in social policy, public finance, local governance, social protection, or related fields, including field-based work with local authorities or communities.

Contract Duration: 12 months (with possibility of extension)

Work Modality: Onsite

Remuneration: • Volunteer Living Allowance (VLA): USD 1690 (equivalent in UAH) is provided monthly. • USD 400 entry lump sum, one-time payment. • Medical and life insurance. • Annual leave: 2.5 days per completed month. • Learning leave: up to ten working days per consecutive 12 months. • Certified Sick Leave: up to 30 days based on a 12-month cycle. • Uncertified Sick Leave: seven days in a calendar year.
