Overview
The National Lead Coordinator will articulate and contribute to the completion of project outputs, activities, and deliverables under the NDC PAF Moldova. This role supports the Government of Moldova in enhancing the technical and institutional capacities of national public institutions for mainstreaming climate change into sectoral strategies, policies, and plans.
Tasks Summary
- Facilitate and coordinate the implementation of project activities on the ground in Moldova.
- Coordinate project activities on the ground, stakeholder consultations, data and information gathering, and workshop planning and implementation.
- Prepare and validate a comprehensive capacity needs assessment report.
- Consult with government institutions and stakeholders on the development of training programmes.
- Develop and deliver tailored training programmes or curricula on mainstreaming climate change.
- Prepare, validate, and publish key training modules and materials.
- Organise train-of-trainer events.
- Publish print and online versions of the training materials.
- Establish and manage partnerships with experts and training institutions.
- Report on advances to the Project Manager at UNEP-CCC.
- Support the Project Manager on activities for planning, coordination, and execution.
- Ensure alignment with national needs and coordination with governmental and sectoral institutions.
- Support the coordination of and liaise with other consultants hired for this project.
- Liaise with local stakeholders.
- Ensure gender and inclusivity considerations are incorporated across all outputs.
- Maintain close communication with UNEP-CCC project team and Ministry focal points.
- Prepare summary reports and updates for UNEP project management and stakeholders.
Experience Requirements
- Minimum seven (7) years of relevant work experience in working in the field of climate mitigation, climate adaptation, climate finance, institutional, regulatory and legal framework (Required).
- Demonstrated analytical capacity to contribute to developing technical products related to climate change planning and financing (Required).
- In-depth knowledge of Moldova’s climate change regulatory and planning framework, including processes and initiatives at the national and local levels (Required).
- Relevant experience integrating gender considerations into formulating, planning, and implementing projects or public policies will be considered an advantage.
- Experience working with public institutions in Moldova related to climate change planning (Desirable).
Qualification Requirements
Advanced university degree (Master's degree or equivalent) in environmental science, climate change policy, international development, public policy, institutional development, or closely related field with 5 years of relevant work experience. A first-level university degree in combination with 7 years of relevant work experience may be accepted in lieu of an advanced university degree.
