Principal Evaluator for Terminal Evaluation of the GCF-UNEP project“ Large-scale Ecosystem-based Adaptation in The Gambia” GCF ID FP011 and SMA ID 34765

Overview

The Principal Evaluator will manage the terminal evaluation of the GCF-UNEP project “Large-scale Ecosystem-based Adaptation in The Gambia”, assessing project performance and determining outcomes and impacts.

Tasks Summary

• Manage the evaluation process and timely provision of outputs.
• Conduct the inception phase, including desk review, introductory interviews, drafting Theory of Change, preparing evaluation framework, developing protocols, and planning the schedule.
• Undertake data collection and analysis, including further desk review, in-depth interviews, and potential evaluation missions to project locations.
• Draft the main evaluation report, incorporating comments and preparing a response to comments annex.
• Prepare an Evaluation Brief if agreed.
• Maintain positive relationships with evaluation stakeholders and communicate progress to the Evaluation Manager.

Experience Requirements

• A minimum of nine (9) years of experience of technical / evaluation experience.
• Experience in evaluation of climate change adaptation projects.
• Experience evaluating large, regional or global programmes.
• Experience using a Theory of Change approach.
• No prior involvement in the formulation or implementation of the project.

Qualification Requirements

• Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area.
• Alternatively, a first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience.

Languages Required: • Fluency in English is required.

Languages Preferred: • A good/broad understanding of ecosystem-based adaptation is desirable. • Knowledge of the UN system and specifically the work of UNEP is desirable.

Contract Duration: 6 months
