Overview
The Associate Education Officer will support the implementation of Refugee Education 2030 and ensure UNHCR's programming aligns with Sustainable Development Goals. The role involves providing technical support to country offices and partners to advocate for and implement educational objectives.
Tasks Summary
- - Support the roll-out of Refugee Education 2030.
- - Provide technical support to UNHCR Country Offices and partners.
- - Act as a focal point for education in the area of responsibility.
- - Support the implementation of global level policies, including the UNHCR Education Strategy.
- - May supervise lower grade education staff.
- - Liaise with the Ministry of Education and education coordination networks.
- - Develop innovative education approaches for emerging needs.
- - Facilitate inter-sectoral linkages with programmatic areas.
- - Stay abreast of developments impacting access to and quality of education.
- - Coordinate with partners to support access to education.
- - Assist in providing comments on legislation related to education.
- - Collaborate with partners to ensure coherent annual planning and monitor implementation.
- - Provide technical advice and guidance on education issues.
- - Implement education programmes in line with INEE standards and child protection systems approach.
- - Identify and promote education activities that support durable solutions.
- - Assess needs for services of Persons of Concern (PoC) related to education.
- - Advocate with authorities for the right of PoC to education.
- - Coordinate with education networks.
- - Participate in humanitarian and development sector working groups.
- - Assist in elaborating and implementing strategies to address education access, quality and data.
- - Undertake dialogue on the implementation of education programmes.
- - Foster and ensure inter-sectoral linkages and coordination.
- - Support and monitor the implementation of Global Refugee Forum pledges.
- - Assist in planning and coordination of UNHCR's role concerning education.
- - Identify training needs and train staff and partners.
- - Ensure active exchange of information and documentation of best practices.
- - Join joint assessment missions in emergencies.
- - Prepare drafting of education input in key documents and reports.
- - Identify gaps in education service provision and advocate for service provision.
- - Support the country education information management strategy.
- - Undertake initiatives to build the capacity of communities and PoC.
- - Promote and participate in initiatives to capacitate national authorities and NGOs.
- - Contribute to a communications strategy for UNHCR's education activities.
- - Intervene with authorities on education issues.
- - Negotiate locally on behalf of UNHCR.
- - Make recommendations on individual education related cases.
- - Enforce compliance with global protection policies and standards.
- - Approve individual payments to individual cases.
- - Support the identification and management of risks and opportunities.
- - Perform other related duties as required.
Experience Requirements
- - Work experience in progressively responsible functions in education.
- - Demonstrated work experience in education programmes.
- - Field experience in education programme implementation and coordination in humanitarian and/or development contexts.
- - Experience working with Governments, Ministry of Education and other line Ministries.
- - Strong inter-personal skills in collaboration and coordination.
- - Excellent analytical skills and drafting skills.
- - Strong communications/presentations skills.
- - Demonstrated capacity to work with minimum supervision.
- - Demonstrated work experience in refugee education programmes (desirable).
- - Knowledge and experience of UNHCR policies and standards (desirable).
- - Experience in the area of child protection (desirable).
- - Experience with educational research, teaching or education administration (desirable).
Qualification Requirements
- Undergraduate degree or Graduate degree or Doctorate degree in Education; Social Sciences; or other relevant field.
