Overview
The International Programme Coordinator (IPC) leads the formulation, coordination, and management of the Libya Country Programme implementation. This role ensures the integration of population and data, reproductive health, youth, and protection dimensions into the development agenda, while maintaining humanitarian preparedness and response capacity.
Tasks Summary
- Facilitate programme results achievement by coordinating inputs into programme development and implementation.
- Provide strategic supervision and performance management of programme staff.
- Coordinate annual work planning and results reporting.
- Ensure implementation of audit recommendations and strengthen internal control systems.
- Oversee programme resources, ensuring strategic allocation.
- Establish and monitor quality assurance systems.
- Provide strategic oversight of donor engagement and resource mobilization planning.
- Promote a results-based approach, integrating innovative policies and strategies.
- Ensure programmes are responsive to country needs.
- Support the Country Office in leveraging environmental scans and resource mobilization analyses.
- Promote knowledge sharing and continuous learning.
- Oversee the planning and implementation of mandatory programme evaluations.
- Coordinate and participate in UN-wide and development partner discussions.
- Lead and oversee the operationalization of the Country Office realignment.
- Provide strategic oversight and leadership of humanitarian response programming.
- Support the Representative in positioning UNFPA as the leading UN Agency on population and data, Youth, Women Protection and Empowerment and reproductive health and population and development in Libya.
- Ensure compliance of programme implementation with UNFPA corporate technical and programme policies and guidelines.
- Assess implications of new policy developments and strategies on programme execution.
- Assess national-level technical assistance needs and coordinate capacity development activities.
- Develop institutional capacities of ministries in undertaking surveys, policy, programmatic research assessments and studies, censuses, and data management.
- Provide technical guidance and notes on policy reforms and implementation related to the ICPD.
- Ensure the analysis and synthesis of substantive trends, emerging needs, and research findings.
- Support the Representative in conducting policy dialogue with the Government, UN, and other development partners.
- Maintain collaborative relationships, promoting strategic partnerships and alliances.
- Support advocacy and resource mobilization efforts of the Country Office.
- Translate global strategies into country-specific advocacy strategies.
- Acts as Officer-in-Charge in the absence of the Representative, as required.
- Carry out any other duties as may be required by the Country Representative.
Experience Requirements
- At least 7 years of progressively responsible professional experience in programme management and/or development, including project designing, appraisal and management, relevant to population and development activities.
- Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities and enhance the localization agenda.
- Good experience in managing and coordinating partnerships with Government, Civil Society, Private Sector, UN Agencies, donors, and/or other bi and multilateral partners.
- Proven ability to lead negotiations and resource mobilization efforts.
- Proven ability to lead and manage teams to achieve demonstrable results.
- Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.
- Field experience and prior experience in UNFPA and the UN system is a strong asset.
Qualification Requirements
• Master degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related social science discipline.
