Overview

The PMER Officer will support the IFRC Delegation in Ukraine by assisting with needs assessments, project planning, monitoring and evaluation frameworks, data collection, analysis, and reporting.

Tasks Summary
  • Provide technical advice and support for high-quality planning, including logical frameworks and indicators.
  • Ensure monitoring and evaluation activities are incorporated into plans and budgets.
  • Contribute to the development of project proposals and programme concept notes.
  • Support the development and implementation of Monitoring and Evaluation plans.
  • Design and establish systems for reliable and timely monitoring data collection.
  • Support the development and application of monitoring tools.
  • Analyse monitoring data and present findings.
  • Participate in programme/project baseline, endline, and satisfaction surveys.
  • Contribute to lesson-learning exercises and evaluation design.
  • Establish and manage donor reporting timelines.
  • Coordinate and contribute to the preparation of reports.
  • Ensure quality control and delivery of operational reporting.
  • Collaborate with Finance and other units for narrative and financial reporting consistency.
  • Contribute to strengthening PMER capacity of National Society and IFRC staff.
  • Provide technical guidance to National Societies on PMER systems.
  • Promote a culture of learning, performance, and accountability.
  • Ensure accountability considerations are integrated across all PMER work.
  • Serve as a focal point for PMER-related matters.
  • Work closely with the Ukrainian Red Cross Society and Partner National Societies.
  • Coordinate with Regional Office for Europe and Central Asia colleagues.
Experience Requirements
  • 3 years of experience working in PMER, MEAL or a similar role.
  • Background in data collection, management, analysis and presentation methods and tools.
  • Preferred experience working in humanitarian sector and development projects.
Qualification Requirements

Graduate degree in a relevant humanitarian or Social Sciences or studies related to data management, statistics etc.

Languages Required: • Fluently spoken and written Ukrainian. • Fluently spoken and written English.
