Overview

The Senior Officer, PGI and Safeguarding will work with operations teams and the Myanmar Red Cross Society to ensure Protection, Gender, and Inclusion (PGI) elements are covered in planned programs and activities, enhancing their impact, reach, quality, and efficiency. The role will guide teams to ensure dignity, access, participation, and safety, promoting equal participation and non-discrimination.

Tasks Summary
  • Provide technical support to MRCS to ensure PGI policies, strategies, guidelines, and frameworks are in place.
  • Strengthen the capacity of MRCS staff and technical teams in integrating PGI activities and approaches.
  • Build capacity of MRCS staff to identify and monitor protection risks and take action to prevent, mitigate, and respond to violence, exploitation, and abuse.
  • Advocate with RCRC movement actors to promote inclusive humanitarian response.
  • Monitor the humanitarian situation and work with operations and programs to address or mainstream PGI.
  • Support IFRC operations to meet Minimum Standards to Protection, Gender and Inclusion in Emergency Programming.
  • Work with IFRC team to identify and address barriers toward protection issues, gender discrimination, and exclusion.
  • Ensure protection, gender, and inclusion lenses are mainstreamed in PMER, including sex and age disaggregated data collection.
  • Strengthen PGI sensitive data collection, analysis, and use of information to inform strategies.
  • Support capacity and mechanisms to strengthen protection approaches in IFRC and MRCS teams and operations.
  • Provide technical support to IFRC operational teams to design activities tailored to specific needs.
  • Provide inputs on gender and protection indicators for IFRC reports.
  • Manage budgets and complete timely and accurate narrative reports.
  • Work with national working groups and clusters such as Child Protection, GBV-sub cluster, and Disability Inclusion.
  • Participate in RCRC thematic technical and operational meetings.
  • Involve in development of relevant IEC and BCC materials on gender and protection.
  • Produce meeting briefs/reports on gender and protection aspects.
  • Support operations in ensuring SEA-inclusive complaint systems.
  • Map and verify access to standard support and referral pathways for survivors.
  • Develop a safeguarding plan.
  • Design and implement training programs for IFRC staff on prevention and protection from SEA and child safeguarding breaches.
  • Strengthen internal safeguarding knowledge and promote accountability.
  • Systematically track, assess, and prioritize SEA-related risks within IFRC emergency response operations.
  • Develop a structured process for tracking and reporting SEA prevention and response efforts.
Experience Requirements
  • At least 3-5 years’ experience in Protection, Gender and Inclusion mainstreaming, Gender Based Violence in Emergencies (GBViE), Safeguarding or standalone programming in humanitarian context.
  • Proven track record in leading and delivering tools, and technical advisory outcomes.
  • Broad understanding of global humanitarian issues and international humanitarian standards for Protection, Gender and Inclusion, Gender Based Violence in Emergencies (GBViE), and Safeguarding in disaster response.
  • Working knowledge of Gender and Diversity issues in humanitarian and development settings, specifically in the context of Asia Pacific Region.
  • Experience with the Red Cross / Red Crescent is preferred.
  • Experience with other international organizations, large NGOs and/or governmental development agencies is preferred.
Qualification Requirements

• Relevant university degree or similar professional qualification (gender, international relations, human rights, protection, safeguarding, etc.) is required.
