Overview

The Emergency Manager will be responsible for managing Unified Cash Transfers and winterization activities, overseeing implementing partners, and coordinating with other actors and stakeholders in Kharkiv or Dnipro, Ukraine.

Tasks Summary
  • Coordinate, plan and monitor emergency team activities including cash transfers, non-food item distribution, and cash winterization.
  • Liaise and coordinate with authorities and other national and international organizations.
  • Ensure high quality of sectoral interventions and coherence between projects.
  • Lead programs for timely deliveries, narrative reporting, and financial overviews.
  • Formalize and develop project-related operational tools and training modules.
  • Provide inputs for donor reports.
  • Oversee budget monitoring, financial management, and expenses control.
  • Represent DRC and participate in sectoral working groups.
  • Oversee knowledge sharing and use of monitoring and evaluation results.
  • Drive program development and growth.
  • Monitor and develop accountability initiatives and document impact.
  • Ensure compliance with internal and external reporting requirements.
  • Develop tools and processes for lessons learned and best practices.
  • Recruit and line manage project staff.
  • Provide constructive feedback and support performance management.
  • Assess training needs and develop capacity-building plans.
  • Ensure coordination with relevant actors and on Sub-national Cash Working Group and Shelter Cluster.
  • Supervise implementing partners' work for emergency response.
  • Support partners in cash project implementation and provide sector-specific trainings.
  • Monitor project implementation and budget utilization.
  • Conduct monitoring visits.
  • Support partnership department in checking partners' work documentation.
  • Initiate meetings with potential partners.
Experience Requirements
  • At least 5 years of experience in a project/program management role and at least 3 years of experience with people management.
  • Skills and experience in project/program planning, delivery, monitoring, reporting, review and evaluation.
  • Skills in fundraising, budget management and donor reporting/ accountability/ compliance.
  • Experience in working in complex emergencies or challenging security settings and within security management frameworks.
  • Experience in capacity building of staff and local partners.
  • Ability to produce timely project proposals and high-quality reports.

Languages Required: • Full professional proficiency in English (C1)

Languages Preferred:

Contract Duration: 3 months’ probation period with the possibility of extension (12 months contract)

Remuneration: Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for employees on national contracts
