Overview
The Associate National Project Officer (Budget & Finance) will provide financial management and budget administration support to specific projects, ensuring compliance with organizational rules and donor agreements.
Tasks Summary
- Provide inputs for budget preparation and review.
- Assist in elaborating resource requirements and finalizing cost estimates.
- Review and analyse project budgets based on donor agreements.
- Ensure donor agreement provisions are translated into project budgets.
- Ensure compliance with UNESCO’s rules, regulations, policies, and procedures.
- Liaise with relevant departments on budget planning and preparation.
- Ensure budget data is entered in management systems and transactions comply with regulations.
- Monitor budget execution and provide information for effective resource use.
- Monitor and analyse project budgets based on implementation progress and take corrective action.
- Provide advice on budget revisions and process/validate them.
- Ensure timely project closure actions.
- Act as Certifying Officer for financial transactions.
- Monitor commitments and payments, review and reconcile clearing accounts.
- Analyse and implement corrective actions for accounting transactions.
- Provide advice on financial interpretations.
- Support donor reporting and liaise with Headquarters services.
Experience Requirements
Minimum 2 years of relevant professional experience in administration, finance, accounting or related areas.
Qualification Requirements
Advanced university degree (Master's or equivalent) in the field of Finance, Business Administration, Accounting, or closely related field(s).
