Overview

The Programme Specialist will lead, coordinate, and organize activities for specific IOC Intergovernmental Coordination Groups and manage extra-budgetary contributions to the Tsunami Resilience Section programme.

Tasks Summary
  • Lead, coordinate and organize activities of the IOC ICG/PTWS and ICG/CARIBE EWS.
  • Coordinate follow-up of extra budgetary contributions to the Tsunami Resilience Section programme.
  • Provide advice and work closely with administrative units for follow-up of Tsunami programme activities.
  • Provide leadership, develop, implement, and coordinate services, scientific and technical support to the IOC ICG/PTWS and ICG/CARIBE EWS.
  • Ensure management of resources put at the disposal of the Commission by Member States.
  • Coordinate field missions, organization of training activities, meetings and workshops.
  • Provide regular substantive implementation status reports to donors and IOC Governing Bodies.
  • Monitor implementation of workplans and Tsunami Warning Systems.
  • Prepare concept papers, aide-memoirs, memorandums and other documents.
  • Compile strategic plans and other documents.
  • Liaise with Secretaries of relevant regional bodies of the Commission on TWS-related matters.
  • Review relevant literature and identify emerging issues.
  • Plan and support capacity development in tsunami warning systems and preparedness.
  • Coordinate contribution of Working Groups to develop guidelines and standards.
  • Coordinate efforts for reinforcement of capacity in Member States in the establishment of Tsunami Warning Systems.
  • Generate and monitor Tsunami Resilience Section planning instruments based on RBM concept.
  • Prepare, enter and monitor relevant input concerning the establishment of Tsunami Warning systems.
Experience Requirements
  • At least 7 years of relevant professional experience, preferably in leading, managing and coordinating programmes and projects in the field of ocean.
  • Practical familiarity with ocean observing techniques, tsunami generation, warning production and dissemination, and very good knowledge of the international arrangements for Tsunami Early Warning Systems and other ocean observations and related programmes.
Qualification Requirements

Advanced university degree (Master's degree or equivalent) in earth/ocean sciences, disaster management or a related field.

Other Details

Languages Required: Excellent knowledge of English.

Languages Preferred: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Contract Duration: 2 years, renewable

Work Modality:

Remuneration: The approximate annual starting salary for this post is USD 136,689.
