Overview
Provide technical and operational advice on legislative and legal policy options for tobacco control initiatives. Coordinate and manage NCD-related projects and programs, ensuring effective planning, implementation, monitoring, evaluation, and reporting.
Key Responsibilities
- Provide technical and operational advice on legislative and legal policy options for tobacco control initiatives aligned with WHO FCTC, MPOWER, and SDGs.
- Advise Member States on legal and regulatory measures for tobacco control.
- Adapt and coordinate the development and implementation of technical guidelines, SOPs, and legislative/regulatory documents for tobacco taxation and bans.
- Prepare and present legal opinions, briefs, memos, and reviews of tobacco control legislation.
- Provide technical insights for embedding new tobacco control initiatives into country frameworks.
- Analyze data on good practices in implementing WHO FCTC and MPOWER measures.
- Conduct capacity-building efforts through training modules, guidelines, and toolkits on tobacco control laws.
- Support and coordinate the Global Tobacco Control Report (GTCR) process.
- Strengthen tobacco-free initiative laws by coordinating Member States’ activities and engagement with key sectors and partners.
Required Experience
- At least five years of experience, with proven international exposure, in the review and development of legislations and regulations of health system laws particularly with regards to tobacco control.
- Knowledge of law relating to non-communicable diseases and its risk factors, particularly tobacco control in the Western Pacific Countries.
Qualifications
- Essential: Bachelor’s degree in law.
- Desirable: Advanced university degree in law, political science, public health or similar field.
