Overview

This role leads the Supply Chain function in the field office, ensuring best value for money and effective support to program implementation and operations, while maintaining compliance with record keeping and reporting.


Key Responsibilities
  • Responsible for creating and reviewing consolidated live master procurement plans.
  • Updating the sourcing pipeline and reconciling sourcing projects with Framework Agreements.
  • Assisting in identifying requirements, budget, resources, and pricing for proposals.
  • Contributing to the development and implementation of a QA program for the function.
  • Assessing partners' procurement capacity and participating in partner assessment processes.
  • Participating in awards kick-off meetings and providing procurement sessions.
  • Maintaining green KPIs for FO to meet monthly forecasts.
  • Contributing to contingency planning and preparedness actions.
  • Leading all procurement processes, including formal quotation processes, strategic procurement, and biddings over 100,000 US$.
  • Ensuring proper supplier registration and qualification on ProSave system.
  • Managing suppliers professionally, impartially, and ensuring fair/transparent purchasing decisions.
  • Creating sourcing projects and events on ProSave and leading procurement processes.
  • Ensuring all procurement principles are applied and respected.
  • Complying with Save the Children policies and procedures.
  • Ensuring quality documentation and standards for all procurement processes.
  • Facilitating roles between procurement committee members and creating CBA, BAF, Contracts, Framework agreements, and catalogues.
  • Leading negotiation processes with bidders.
  • Following up on the proper receipt of goods and services.
  • Publishing and uploading contracts and Framework Agreements on ProSave.
  • Engaging with project partners and other NGOs for distribution of goods and information sharing.
  • Collecting and creating invoices on ProSave.
  • Ensuring suppliers are paid based on agreed payment terms and lead time.
  • Preparing and following up on zero VAT exemptions requests.
  • Contributing to the management of complex procurement processes like CVA and construction projects.
Required Experience
  • At least 3+ years prior INGO experience in Supply Chain and/or operational management.
  • Experience within a complex/large scale country programmer and in emergency response/humanitarian environments.
  • Substantial experience in all technical areas of Supply Chain operations including procurement, logistics, transport/distribution, warehousing and stock management, fleet management, asset management.
  • Experience of developing/implementing a complex international supply chain.
  • Experience of working in remote field bases with limited infrastructure.
  • Experience of advising and supporting others at all levels with supply chain aspects of a programmer.
  • Previous experience/exposure to automated systems for procurements.
  • Experience in West Bank, Gaza, Israeli and Egyptian markets.
  • Managing complex supply chain operation in volatile security conditions.
Qualifications

• Holder of a Supply Chain (logistics) university degree or related business degree from a recognized university.
