Overview
The Humanitarian Access and Safety (HAS) Manager is the lead technical resource on safety and security, crisis management, and access within the country. This role is crucial for managing safety and security risks, building capacity, and developing humanitarian access strategies.
Key Responsibilities
- Implement NRC Global HAS operational Plan.
- Foster a culture of safe and principled humanitarian response.
- Lead and manage direct reporting staff.
- Coordinate with Area Managers.
- Maintain a comprehensive understanding of the humanitarian context.
- Develop, maintain, and proactively update country-level HAS documents, procedures, guidance, and tools.
- Oversee and/or conduct Security Risk Assessments and access assessments.
- Ensure compliance with NRC HAS Management System.
- Build capacity of NRC staff and partners.
- Coordinate with internal and external actors.
Required Experience
- Minimum three years’ experience in a senior role with managerial responsibility in a humanitarian/recovery context.
- Previous experience in Cameroon is mandatory.
- Experience in the broader region or similar complex humanitarian contexts is an asset.
- Experience supporting or overseeing risk management with local partners is desirable.
- Experience in remote management of teams or operations in insecure environments is an asset.
Qualifications
- Bachelor’s degree in a relevant field (international relations, humanitarian affairs, social sciences, or related discipline).
- Formal training or certification in humanitarian access or negotiation is a strong asset.
