Overview

The Finance and Budget Officer will be responsible for reviewing and analyzing data for cost estimates and budget proposals, monitoring budget implementation, and administering extra-budgetary resources. The role also involves analyzing accounts, reviewing financial reports, and ensuring compliance with financial policies and regulations.


Key Responsibilities
  • Reviews and analyses data for cost estimates and budget proposals.
  • Provides support to managers for resource requirements.
  • Reviews and provides input into programme budget proposals and financial implications.
  • Provides support during budget review to intergovernmental, expert and oversight bodies.
  • Monitors budget implementation and recommends reallocation of funds.
  • Monitors expenditures and flags deviations.
  • Administers and monitors extra-budgetary resources.
  • Prepares documentation for budget performance submissions.
  • Reviews and makes recommendations for budget performance reports.
  • Analyses accounts and reviews financial reports.
  • Resolves problematic transactions and irregularities.
  • Reviews and reconciles clearing and General Ledger accounts.
  • Approves/Confirms obligations or expenditures.
  • Ensures accounting, reporting, and internal control systems are in place.
  • Assists in preparation and consolidation of financial statements.
  • Provides training, advice, and guidance on financial regulations and rules.
  • Interprets requirements for processing transactions.
  • Collects, reviews, and interprets financial data.
  • Keeps up-to-date on relevant documents and guidelines.
  • Identifies opportunities for process improvement.
Required Experience

A minimum of five (5) years of progressively responsible professional experience in accounting, finance, budget, financial analysis and reporting, business administration, or a related area is required. Experience in data analytics or a related area is required. Experience with budgetary procedures, policies, and practices in an international organization is required. Experience in cost management, budget formulation, financial monitoring, accounting, audit, financial reporting, or other related areas is required. Experience working with IPSAS (International Public Sector Accounting Standards) / IFRS (International Financial Reporting Standards) or similar international accounting standards is desirable. Experience working with an Enterprise Resource Planning (ERP) system, such as SAP or similar, in financial management is desirable.

Qualifications

Advanced university degree (Master's degree or equivalent) in business administration, finance, accounting, or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
