Overview

The Finance and Budget Assistant will support the preparation of budget documents, financial reports, and the monitoring of expenditures. The role involves assisting with budget reviews, processing payments, and maintaining financial records.


Key Responsibilities
  • Assist in the preparation of supporting documents for cost estimates and budget proposals.
  • Extract and analyze expenditure reports from computerized systems.
  • Consolidate data and support budget reviews.
  • Monitor budget structure and implementation per grant and country.
  • Provide advice on correct allocation of expenditures.
  • Prepare budget submissions and staffing table authorizations.
  • Prepare budget projections per country.
  • Research and compile data for budget proposal review and analysis.
  • Assist in the preparation of budget performance reports and analyze variances.
  • Prepare pre-commitments and obligations in Umoja.
  • Verify accuracy and consistency of input data.
  • Support reconciliation of commitments, adjustments, and liabilities.
  • Assist colleagues in analyzing Umoja financial information and generating reports.
  • Monitor status of expenditures and allotments through Umoja.
  • Maintain overview of finances, financial authorizations, and reporting obligations.
  • Prepare documents for payments to personnel, consultants, experts, vendors, and clients.
  • Prepare payment requests and conduct budgetary checks on purchase requisitions and orders.
  • Review and request closure of open commitments.
  • Verify correctness and accuracy of supporting documents.
  • Review commitments for national staff and advise amendments.
  • Prepare Note to File for journal voucher requests.
  • Maintain proper control of payment vouchers and supporting documents.
  • Maintain an internal expenditure control system.
  • Monitor liquidation of project commitments and release of committed funds.
  • Monitor and follow up on closing open Travel Requests, Expense Reports, and travel tickets.
  • Take corrective actions on unposted transactions.
  • Register vendors and suppliers and their bank accounts.
  • Assist with data collection, analysis, and preparation of data presentations.
  • Support preparation of financial reports for UNODC Headquarters and donors.
  • Maintain files for audit purposes and EU funding verification.
  • Keep up to date on documents, reports, and guidelines related to programme budgets.
  • Assist with data presentations and reports for information sharing and decision making.
  • Assist with visualizations and updating information material.
  • Perform other work-related duties as assigned.
Required Experience
  • A minimum of five years of relevant work experience in finance, budget, accounting, or related areas is required. The minimum years of relevant experience is reduced to three for candidates who possess a first-level university degree or higher.
  • Experience in the usage of computers and standard MS Office software packages (MS Word, Excel, PowerPoint, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems is required.
  • At least one year of experience in data analytics or related areas is desirable.
  • Work experience with the United Nations system and/or other international organizations is desirable.
  • Experience in a large Enterprise Resource Planning (ERP) System is desirable.
Qualifications

High school diploma or equivalent is required.
