Overview

The consultant will support UNICEF Kyrgyzstan in developing the next Country Programme Document (CPD) 2028-2032 by analyzing existing materials, facilitating workshops, and ensuring alignment of results, strategies, and resources.


Key Responsibilities
  • Analysing situation of children and current Country Programme implementation.
  • Preparing background materials and facilitating Rights and Results Programming training and TOC workshop.
  • Facilitating Causality analysis and ToCs development for programme sections and components.
  • Supporting the country team to align results, strategies, and resources.
  • Reviewing the Explanatory Notes for each Programme Component (Outcome) and assuring its quality.
  • Developing and finalizing Evidence Synthesis tables.
  • Supporting preparations for UNICEF Strategic Moment of Reflection.
  • Conducting Country visit for facilitation of Strategic Moment of Reflection workshop.
  • Assisting in drafting TOCs and implementation strategies.
  • Guiding the development and quality review of Explanatory Notes and RRPs.
  • Drafting and revising the Country Programme Document (CPD) narrative.
Required Experience
  • A minimum of 10 years of international experience in development programmes, especially related to children, women and youth.
  • Proven knowledge of Rights and Results Programming and excellent track record in facilitation of similar workshops.
  • Knowledge of human rights-based approach to programming.
  • Proven expertise in facilitating planning of cooperation frameworks in developing countries.
  • Excellent analytical and report writing skills in English.
  • Knowledge of UNICEF Country Programme planning approach, different strategic foresight methods.
  • Familiarity with Europe and Central Asia Region’s approach to planning is an asset.
  • Knowledge of the political and socio-economic contexts of Kyrgyzstan and/or Central Asian republics is an asset.
Qualifications

• An advanced university degree (Master’s degree or higher) in political science, sociology or another relevant field.

• Knowledge of Russian/Kyrgyz is an asset.
Contract Duration
50 working days in the period May 2025 to April 2027.
